The Authority intends to commission a Carers Assessment and Support Service in Lancashire, a Lancashire Advocacy Hub and a Lancashire Carers Advocacy Service as separate contracts within one procurement process.

The tender can be found on the Authority’s Oracle Sourcing Portal’s under the RFQ Number: 15223634. Amended versions of the tender are denoted at the end of the RFQ Number by a comma followed by an amendment number. Search results will display any and all amended versions of the tender. Lancashire Carers Advocacy (Countywide). The Lancashire Carers Advocacy Service will be commissioned as one countywide contract. The service will provide all statutory advocacy for carers under the Care Act, will seek to increase awareness of the rights of carers under the Act, and liaise closely with the Lancashire Advocacy Hub, the Carers Assessment and Support Service and other council-procured services (like the Wellbeing Service) to promote the availability of and engagement with the new Carers Advocacy service.

Contract Values: The potential total contract value over the contract term for Carers Assessment and Support Service is up to 7 200 000 GBP with a potential annual value of up to 2 400 000 GBP. The potential total contract value over contract term for the Lancashire Advocacy Hub is up to 3 840 000 GBP with a potential annual value of up to 1 280 000 GBP. During the life of the contract additional funding may be available from the Clinical Commissioning Groups, up to a maximum of 200 000 GBP per annum for the Lancashire Advocacy Hub. This funding is not guaranteed and if it does become available it may be for a limited period of time. The potential total contract value over contract term for the Lancashire Carers Advocacy service is up to 300 000 GBP, with a potential annual value of up to 100 000 GBP.

All the Contracts will have the scope to decrease in value from the second year of the Contract. To enable this to happen a requirement of the new Contracts will be that the Service Provider(s) shall operate an Open Book Policy on pricing to allow all cost information to be shared openly. As a result of the Open Book Policy the Authority and the Service Provider can enter into negotiations to reduce the Contract value. The Authority intends to provide 3 months’ notice of any changes wherever possible. This may not be possible in all cases, however the Authority will endeavour to give a reasonable time-frame prior to the changes to ensure measures are in place to deliver the changes.

Lots: Regulation 2(3) of the Care and Support (Independent Advocacy Support) Regulations states that the same organisation cannot provide both the Carers Advocacy and the Carers Assessment services. Furthermore, it is emerging best practice in the sector to keep advocacy for the cared-for person (Statutory Advocacy known as the Lancashire Advocacy Hub) and the carer (Carers Advocacy) separate. The Authority intends to award Lots 1, 2 and 3 or Lot 4 following an assessment of the Lots or Lot that offers the lowest cost based on the highest scoring tenders.
