Leicester City Council (the “Authority”) invites tenders for the provision of a carers support service. The authority is seeking a service provider who will build on the current range of support provided to carers in Leicester and in accordance with local and national best practice to deliver the outcomes detailed in the service specification.

The proposed contract will be for an initial period of 3 years to commence on 1.7.2019 with an option to extend, subject to satisfactory performance outcomes and agreement by the authority, availability of funding beyond 30.6.2022 which is not guaranteed, for a further period or periods up to a total of 24 months, taking the contract term to a maximum of 60 months.
The contract value assigned to this service is 154 063 GBP per annum, 785 315 GBP for the full 60 months contract period (36 months plus the option to extend for up to a further 24 months. Inflationary uplift is not to be applied to this contract by the authority during the life of the contract (the initial period or extension period/s if exercised). This figure of 785 315 GBP is inclusive of the 15 000 GBP one-off funding referred in Part One of the ITT (paragraphs 1.4.3 and 1.4.4) in respect of TUPE implementation costs.
It is the authority’s preliminary view that TUPE may apply in respect of this contract. However, tenderers will need to reach their own conclusion as to whether or not TUPE applies. Applicants are strongly advised to obtain professional advice as to the implications of TUPE regulations and pensions if they are the successful bidder and TUPE regulations apply.
The procurement process being undertaken is based upon the “open” tendering procedure as defined by the Public Contracts Regulations 2015 and the authority cannot enter into any negotiations on the contract. This procurement process falls under the Light Touch Regime as defined by the Public Contracts Regulations 2015, Regulation 74 – 77. The authority is operating this procurement under the Light Touch Regime for social and other specific services, as set out in the PCR 2015, at Section 7 (Regulations 74 to 77) and Schedule 3.
