II.2.1)Total quantity or scope:

Dorset County Council, Dorset Highway Operations (DHO), Construction Delivery Team is seeking Tenders to establish a framework with a single suitable contractor to carry out an annual programme of carriageway re-texturing for the next 4 years.
Scope and Duration of the framework:
The period of the framework will be for 4 years (commencing 07.07.2014 and ending 06.07.2018).
Contracting body, end users:
Whilst principally for use by Dorset County Council, the Framework will also be open for use by other public sector bodies within the South West of England, subject to prior agreement by the Dorset County Council. No access shall be given by the contractor to the Framework without said prior agreement.

Estimated value of framework:
The estimated value of business in respect of Dorset County Council is GBP 200,000 based on a 4 year period. This figure is given in guidance only and the Council cannot guarantee that this value of business will be generated during the period of the framework. To allow for possible interest from other Contracting Bodies, the estimated value for the entire duration of the Framework shall range between 200,000 GBP and 1,000,000 GBP.

Dorset County Council and / or End Users are permitted to use the Framework as follows in accordance with Regulation 19 of the Public Contracts Regulation 2006 (and any subsequent amendment or re-enactment thereof); by Calling off / Direct Award – if an End User decides to source services through the Framework agreement it may award a Call-Off contract in accordance with the terms laid down in the framework agreement without reopening competition.
The Contracting Authority expressly reserves the right not to award any framework as a result of the procurement process commenced by publication of this notice and in no circumstances will the Contracting Authority be liable for any costs incurred by the candidates. Any expenditure, work or effort undertaken prior to framework award is accordingly a matter solely for the commercial judgement of potential suppliers.
