The contract is for the delivery and supply of a full range of catering services only.
These services include breakfast; lunch, dinner and evening bar services to short and long term Students, Trade Union delegates, the Children’s Centre and visitors to the College.
Presently Students, Staff and Delegates use the catering services either as a cash buyer or with the use of pre determined allowance vouchers.
All services are provided throughout the year on a 7 day a week basis, with the following exceptions:
1. no Sunday evening meal service;
2. brunch Sunday lunch service (proposed);
3. no Sunday Bar service.
The College operates courses for 46 weeks per annum; full services are required during this period.
Adhoc hospitality services and external functions are required to be catered for throughout the year for visitors to the College, which may include periods outside the school term referred to above.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.

(2) All candidates will be required to provide evidence of relevant professional risk indemnity insurance.
(3) All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of this notice.
(4) All candidates will be required to provide statements of accounts or extracts from those accounts relating to their business.

(1) A statement of the candidate’s average annual number of staff and managerial staff over the previous 3 years.

(3) All candidates will be required to provide certification from an independent body attesting conformity to environmental management standards in accordance with the Community Eco-Management and Audit Scheme (EMAS); or the European standard BS EN ISO 14001.
(4) All candidates will be required to provide certification drawn up by an independent body attesting the compliance of the economic operator with quality assurance standards based on the relevant European standards.
(5) A check may be carried out by the contracting authority or by a competent official body of the State in which the candidate is established, to verify the technical capacity of the candidate; and if relevant, on the candidates study and research facilities and quality control measures.
(6) An indication of the proportion of the contract which the services provider intends possibly to subcontract.

The format of this tender will be subject to the anticipated time frames as follows:
1. 12.10.2015, release of OJEU notification- for expressions of interest.
2. Closing date for expressions of interest, 12.11.2015 — with PQQ documents issued on 16.11.2015.
3. Closing date for PQQ information to be returned — 8.1.2016.
4. From the PQQ a shortlist of companies will be invited to participate in the tender process, they will be notified on 5.2.2016 (Stage 1) This part of the tender will require each company to present their operational and marketing proposals, A visit to Northern College to view the catering facilities and address questions will be offered to all companies during the week commencing 15.2.2016.
5. The College will require to undertake site visits to similar locations which are operated by the invited companies these will take place on either 24th February or 25.2.2016.
6. Closing date for Stage 1 is 9.3.2016.
7. Stage 2 of the tender will be issued on 21.3.2016 (there may be a further shortlist from Stage 1), however, Stage 2 will consist of a financial submission.
8. Closing date for Stage 2 (financial submissions) is the 13.5.2016.
9. A formal presentations by the contractors will be required, which will take place week commencing 6.6.2016.
