The Authority wishes to appoint one catering Provider to undertake the agreed Provision of a Catering, Conferencing, and Hospitality Service at its London headquarters situated at 9 Millbank, Westminster, London. The Service includes a Restaurant, a Café/Deli bar (counter service), a Conferencing and Hospitality function, kitchenette replenishment, and a trolley service.

II.2.1)Total quantity or scope:
The Authority currently has a catering service which comprises the following elements:
a) Restaurant
b) Cafe bar
c) Trolley service to Ofgem’s floors
d) Servicing a suite of 9 conference rooms, a boardroom and one other meeting room
e) Servicing other functions/events and accommodating ad-hoc catering requests
f) Replenishing kitchen supplies for four staff kitchenettes
The service for the first three elements is currently subsidised; the servicing elements are funded from charges made to cost centre budgets and invoicing external parties; the last element is charged at cost.
The Authority would like to progress, during the life of this new contract, to a situation where no subsidy is paid to the Provider through efficiencies in service provision and income generation but with no reduction in service standard or quality and no significant change in tariff prices. Ultimately the Authority anticipates that the costs of servicing the first three elements to a similar standard (and cost to the customer) to that currently provided will become financed by all income streams (including opportunities for new income generation) and that the costs of the last element will be reduced significantly by the remaining surplus income on an income-share basis achieved by fulfilling the servicing elements. This income-share will serve as an incentive for the Provider to generate new income streams. The Authority anticipates surplus income (i.e. after all costs (and Provider’s profit) have been accounted for) being shared on a percentage basis so as to offer the necessary incentive for the Provider. The percentage share to be determined prior to contract award.
Tender bids that can demonstrate a realistic achievement of this vision (a nil cost/subsidy operating model) in the shortest time period will be evaluated more favourably and this will be reflected in the scoring methodology. The Provider will need to account for the greater risk that they will bear by working towards this operating model.
The Authority will consider all ideas, suggestions, innovations and proposed changes of service/practice when evaluating bids, but must substantially meet the core service requirement; however, if the Authority determines that the risks of progressing to the new operating model are too great then it reserves the right to retain an operating model similar to that currently in operation.
The Authority will provide support for internal publicity and marketing of the function and the services it offers. The Provider will be responsible for any outward facing marketing subject to approval by the Authority.
The Authority requires an efficient and quality catering service provision with due regard to all relevant legislation and Health and Safety and hygiene standards. A courteous and timely delivery of services with choice and offering value for money for staff/consumers are key drivers for this provision. As a Public body, the Authority will require the Caterer to operate in accordance with the Government Buying Standards, which strive for sustainable and ethical provision. Furthermore, bidders should have signed up to (or demonstrate an intention to sign up to) the Department of Health’s Public Health Responsibility Deal: Food pledges. Staff resources will play a key role in this service provision and the possibility of the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) being applicable to this re-tender will need to be considered. Currently, the Service is provided by fourteen (security cleared) full-time equivalent staff.
Estimated value reflects nil subsidy arrangement and the sum expected to be paid by the Authority to the Provider over the life of the contract.
