Mid and West Wales Fire and Rescue Service intends to award a Framework Agreement for the supply of Chemical Protective Clothing, including suits where the use of respiratory protective equipment is an essential element of the survivability of the wearer. This is to include but not limited to chemical biological and nuclear (CBRN) protection. The framework shall include provision for maintenance, repair, refurbishment, training and accessories related to the suits.
The framework will be available for use by UK Fire and Rescue Services, Central Government Departments & their Agencies , Non-Departmental Public Bodies, Local Authorities (and their ALMOs) in England, Scotland, Wales, Northern Ireland; the Department for Communities and Local Government and the Ministry of Defence (including any successors,); NHS; Police Authorities; Education Establishments; UK University Purchasing Consortia (including NEUPC); Charitable organisations; UK Airport authorities, the Civil Aviation Authority and the members of the Airports Operators Association, UK Petroleum Industries Association, the Tank Storage Association and other bodies associated with public safety.

VI.3)Additional information

The framework agreement will consist of three lots for the supply, repair, maintenance, refurbishment of Chemical Protective Clothing including training and the provision of ancillary products to support the use of the suits. Suits will include, but are not limited to, those where the use of respiratory protective equipment is an essential element of the survivability of the wearer. This includes but is not limited to chemical biological and nuclear (CBRN) protection.
It is intended that this agreement shall commence in August 2014 and run for a period of four (4) years. Where the maximum number of participants is stated this is envisaged to be the maximum number per Lot.
The framework will be available to all contracting bodies identified in II.1.5 and any future successors to these organisations. It is anticipated that the value over the potential four year period will be approximately 5M GBP.
Award of contracts under the framework may be on the basis of mini-competitions designed to ensure best value for purchasing bodies. Any orders placed under this agreement will form a separate contract under the scope of this framework between the provider and the contracting body.
The framework shall be subject to a management fee payable to The Consortium for Purchasing and Distribution Ltd.
For the purpose of this procurement The Consortium for Purchasing and Distribution Ltd will require economic operators to satisfy minimum levels of financial standing or other criteria at the Selection stage, as shown in the ITT document. Note that this document contains important background information together with exclusion clauses relating to the fact that The Consortium for Purchasing and Distribution Ltd may terminate or suspend this procurement at any time without cost or liability to The Consortium for Purchasing and Distribution Ltd.
The Consortium for Purchasing and Distribution Ltd shall be hosting a supplier day on site at Hammond Way, Trowbridge, BA14 8RR on 22nd May 2014. This is designed to give potential Tenderers information on the tender process. See separate document within the ITT for further details. There is no mandatory requirement to attend and minutes of the meeting will be available to all bidders via Bluelight following the meeting. Attendance is restricted to one attendee from each interested supplier and attendance must be confirmed in advance via the Discussions link on the Pre-Qualification Summary Page of the Blue Light e-procurement portal no later than 15th May 2014.
