Provide access to ASDV’s, ensuring the safety and security of CEC staff, the Public, buildings and their contents. To determine the most economically beneficial and operationally viable route of procurement by incorporating all service areas and site, ASDV’s and resulting in one Corporate Contract or solution.

To procure the provision of disposal services for confidential, wash room, hazardous and clinical waste for Corporate buildings/sites and the possibility of other areas of service not currently included. Provide access to ASDV’s, ensuring the safety and security of CEC staff, the Public, buildings and their contents. Lot No: 1 Lot title: Confidential Waste

1)Short description

The Council requires Confidential Waste to be collected from 5 office locations and destroyed; 3 of the locations require a weekly collection (from Delamere House, Delamere Street, Crewe; from the Municipal Building, Earle Street Crewe; and from Macclesfield Town Hall, Market Place, Macclesfield) whilst the other three require a fortnightly collection (from Sandbach House, Crewe Road, Sandbach and from Cledford House, Long Lane South, Middlewich).

The Contractor shall provide a service for the collection and destruction of Confidential Council Waste emanating from the Council’s own activities. This should include the provision at the expense of the Contractor of secure containers (to a design approved by the Authorised Officer); the collection of these secure containers and exchange with empty secure containers; and the shredding of materials off site in a secure facility. The majority of the material will be paper but there is also a requirement for the shredding of CD’s and plastic credit type cards with the shredded materials being subsequently recycled.

Lot No: 2 Lot title: Washroom Waste / Clinical Waste

1)Short description

The Contractor is required to provide a Hygiene/Clinical Waste collection service from sites within the Council area, including disposal of the Waste collected. A list of sites currently requiring this Hygiene/Clinical Waste collection is shown in Appendix 1. This list also lists required frequencies for collection, which range from twice-weekly to every 6 weeks.

The Contractor shall collect all Hygiene/Clinical Waste so that it is contained post-collection in yellow sacks or rigid containers, as approved by the Authorised Officer, using suitably experienced and qualified Staff and transported in accordance with the requirements of current regulations or Legislation; in particular ‘The Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2007’. The Contractor shall take all precautions necessary in handling this Waste as prescribed from time to time by the Council’s Health and Safety Officer.

Lot No: 3 Lot title: Hazardous Waste

1)Short description

The Contractor is required to provide a Hazardous Waste collection service from sites within the Council area, including disposal of the Waste collected. The Contractor shall submit a safe working practice plan for the collection of Hazardous Waste for the approval of the Authorised Officer. All collections shall comply with approved safe working practices guidance and shall be collected strictly in accordance with the regulations governing its handling.

Records of all Waste collected and disposed of shall be maintained by the Contractor in accordance with Duty of Care requirements and retained for inspection by the Authorised Officer.
Hazardous waste included within this contract is that defined by current and any future legislation.

— Electronic/Electrical Equipment (WEEE);
— Fluorescent Tubes;
— Fridges and Refrigeration Equipment;
