LCC is inviting suitably experienced Service Providers to tender for the opportunity for their Homes to be included on the Flexible Agreement for the Supply of Children and Young People Agency Residential Placements, primarily across the 12 Districts of Lancashire (Burnley, Pendle, Rossendale, Hyndburn, Ribble Valley, Preston, Chorley, West Lancashire, South Ribble, Lancaster, Fylde and Wyre). For the purposes of this Flexible Agreement LCC will accept Children’s Residential Homes located within a 20 mile radius of the LCC boundary (as the crow flies).

Service Providers offering Children’s Homes with Education (as registered by the DfE) are also invited to tender for the opportunity to be included on the Flexible Agreement. These Homes will be ranked on a separate tiered list.

The list will be established and operated by LCC on the basis of four ‘Tiers’ (Tier 1, Tier 2, Tier 3 and Tier 4). Successful Service Providers Homes will be allocated to one of the four Tiers using the criteria set out within the Procurement Documents.

Successful Service Providers will be appointed to a Flexible Agreement as defined by the Procurement Documents.

Interested organisations are advised that an Information Event will be held at County Hall in Cabinet Room C (The Duke of Lancaster Room) on Friday, 8.1.2016 at 13:30 to guide you through the tender process and Oracle e-tendering system and answer any queries you might have. Coffee and Tea will be available from 13:00. If you wish to attend this event please contact karen.prosper@lancashire.gov.uk to reserve a place; please note that a limit of 1 representatives per organisation is in place to accommodate health and safety issues. Any notes from the meeting will be made available to all interested tenderers via the Oracle e-tendering system.

Interested Service Providers should be aware that spend on the current contract (both lots) is circa 13 000 000 GBP per annum and current placements are highly likely to continue with those existing arrangements. All new placements, with effect from 1.8.2016, will be made under the terms of this new Flexible Agreement. The values of the lots advised in this notice are the maximum possible spend through the Flexible Agreement were there to be a significant number of existing placements re-let. The value of the Flexible Agreement is likely to be lower than these volumes since current placements are highly likely to continue with those existing arrangements and only new placements will be placed through the Flexible Agreement.
