This requirement is to provide a Framework Agreement for Civils and Tunnelling works delivery capabilities for London Underground Limited (‘LU’). Project work packages, that are selected through application of this framework, will require Civils or Tunnelling activities to be defined according to the following work package lots:
1) Civils with limited tunnelling works;
2) Tunnelling with associated tunnel lining and preparation for next stage activities with either limited Civils or minor Civils works;
3) Tunnelling and Civils works (i.e. a combination of Lots (1) and (2)).
In addition to application on the Future Stations and Station Capacity Programmes the Framework may be applied on additional LU programme or project requirements including:- the Asset Development Programme; Construction portfolio; and Renewals portfolio.

II.2.1)Total quantity or scope:

The framework will support London Underground’s (LU) requirements for the Future Stations (FSP) and Station Capacity Programmes (SCP) as well as other relevant LU project requirements. Potential FSP station upgrade projects are spread over several Tranches. In addition to application on the FSP, forming a part of the SCP, the framework may be applied on additional LU programme or project requirements including:- the Asset Development programme; the Construction portfolio; and Renewals portfolio.
The scope of works is to cover civils and/or tunnelling works for London Underground Limited (as further detailed below). The scope of the proposed works may encompass other activities and/or omissions as programme or project requirements develop which will not be subject to a separate contract notice.
We are seeking to prequalify those entities best able to provide delivery capabilities and innovative ideas to identify and deliver the cost, risk, programme, and other benefits that may exist. The scope of this innovation includes but is not limited to:
— value enhancing input to design development, risk elimination and mitigation, programme optimisation and economical and efficient project delivery.
LOT 1 — Civils Works.
The scope of work is to cover those activities required by London Underground Limited under the category of civil works. Scope includes (but is not limited to):
— Support and advice to design and design assurance of civils construction and associated requirements including: entrance and ticket hall areas; platforms; roofs; structures; buildings; walls and ceilings; passageways; rooms; shafts; drainage; settlement management; maintenance facilities; piling; and elements of fit out, proposed to be defined at the design stage;
— Construction of civils works and associated requirements including:- entrance and ticket hall areas; platforms; roofs; structures; buildings; walls and ceilings; passageways; rooms; shafts; drainage; settlement management solutions; waste management; maintenance facilities; piling; and elements of fit out proposed to be constructed in association with the civils construction activities;
— Instrumentation and monitoring;
— Civils construction: plant provision; logistics; methodology; and management;
— Civils construction techniques and construction strategy development;
— Project Management (management of associated planning and delivery, programme, cost and commercial management, risk management, value management, traffic management, logistics, stakeholder management, resource management);
— Utility diversions, protection and enabling works;
— Temporary works;
— Principal contractor;
— Over site or adjoining development:- interfacing; enabling; and future proofing;

III.1.1)Deposits and guarantees required:

A Parent Company Guarantee and/or Performance Bond may be required. The Contracting Entity’s
requirements will be set out in the Invitation to Tender documents.

Tenders and supporting documentation shall be priced in GB pounds sterling.
Payments under the Framework will be made in GB pounds sterling and will be by means of electronic fund transfer. The terms and conditions of the payment will be set out in the Invitiation to Tender documents.

III.1.3)Legal form to be taken by the group of economic operators to whom the contract is to be awarded:

No special legal form is required but in the event of a group of contractors submitting an acceptable tender and meeting the criteria for award, it will be necessary to provide an undertaking that each company will be jointly and severally responsible from the due performance of the framework. In addition, it should be noted that the Contracting Entity will place a high degree of importance on clarity of interface with the economic operator. In the event that tenders are invited from a group of suppliers, no amendment to or substitution of any member of the group will be permitted without the prior written approval of the Contracting Entity. Further details in respect of the qualification criteria will be detailed in the Pre-Qualification Questionnaire.

1. As the requirement develops the scope of the proposed works may encompass other activities and/or omissions in relation to the identified activities which will not be subject to a separate contract notice.
2.The Contracting Entity shall not be obliged to procure any provision of works or any specific volumes of work at a particular time or at all. The Framework is not an exclusive arrangement and nothing shall prevent us from engaging in any other organisation/person to provide the works.
3. The Framework will be a nil value framework with no financial commitment required from the Contracting Entity.
4. All communications, discussions and meetings will be conducted in English.
5. Participants submitting an expression of interest will be required to complete and submit a duly completed Pre-Qualification Questionnaire by 12:00 on 10.12.2015.

6. On submitting an expression of interest via the TfL eProcurement portal (http://eprocurement.tfl.gov.uk/epps/home.do) participants will be able to view and download the Pre-Qualfication Questionnaire.

7. The Contracting Entity reserves the right to withdraw from the procurement process and/or not to award any framework as a result of this contract notice.
8. The Contracting Entity shall not be liable for any costs or expenses incurred by any participants in considering and/or responding to this contract notice or during the contract process.
9. The Contracting Entity may interview any or all organisations who express an interest in tendering for these works.
