Solihull Community Housing (SCH) has commenced the process of procuring contracts for the provision of cleaning services to our offices, community centres and the communal areas of high- and low-rise flats. The contracts are to be tendered under two separate lots, however organisations will only be considered for one lot and must select the lot most suitable for their business.
The required works under each lot are to include, but not be limited to:
Lot 1: Facilities Management Cleaning.
— Cleaning services to all areas of SCH offices and community centres including walls and ceilings.
— Cleaning of internal and external windows.
— Cleaning of furniture and equipment.
— Loading of dishwashers and provision of dish washing liquid.
— Provision and replenishment of frequently used sundries.
— Removal and disposal of waste.
— Maintaining building security on completion of cleaning duties.
Lot 2: Estates Management Cleaning.
— Responsive and programmed cleaning of all communal areas of low-rise and high-rise flats including lifts and stairwells.
— Cleaning of internal and external windows and doors.
— Specialist cleaning including removal of biohazards.
— Unblocking of waste chutes.
— Removal and disposal of waste.
— Cleaning to flood or fire damaged communal areas.
SCH anticipates that each Contract shall commence 5.10.2015.
The proposed term of each Contract is for an initial period of 3 years with an option to extend (subject to performance) by up to a further four 12 month periods.
Solihull Community Housing estimates the annual contract values to be as follows:
Lot 1: Facilities Management Cleaning — GBP 50 000.
Lot 2: Estates Management Cleaning — GBP 850 000.
No guarantee of volume, value, duration or continuity of the Works can be given and no subsequent claims for loss of profit or earnings will be entertained.
The successful contractors are to be selected through a formal restricted tender process.
In order to be considered for inclusion on SCH”s select list of contractors who are to be invited to tender, contractors must select one lot in which to express an interest and should then complete a Pre-Qualification Questionnaire document in accordance with the requirements and scope of the service detailed for the chosen lot.
The closing date for the submission of completed Pre-Qualification Questionnaires is no later than 12:00 midday on Monday 29.9.2014.
Additional Information
Briefing Session: Briefing sessions lasting approximately one hour are being held on the 3rd and 4th September, where the SCH Procurement Officers and Contract Administrators will explain the details of the contract and outline the procurement procedure. Please see the attached PQQ letter for details of how to register your interest in attending these sessions.
TUPE: Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) will apply in respect of the contracts. Further information will be available at the Invitation to Tender Stage.
Social Value: The contracts are to be procured and delivered in accordance with the Public Services (Social Value) Act 2012 and all bidders will be expected to collaborate with SCH to deliver improvements to the borough of Solihull through the delivery of the contracts.
