Description

Leicester City Council is looking for a service provider to undertake the following:

Leicester City Council requires a part time Clerk of the Works, for the Friars Mill site.
The service provider will need to comply with the funding requirements of the European Regional Development Fund (ERDF) and associated regulations such as procurement, publicity, eligibility criteria. To ensure a high level of expertise and allocated Clerk of Works input is available to allow the project to progress within the timescales but also, to the expected quality.

Due to the high profile and media attention surrounding this project it is essential that an appropriate Clerk of Works is engaged. The Council currently has a number of capital projects on site and it is considered that in order to properly resource this project additional external support is required, particularly due to the pressing timescales of delivery.
The appointed consultant will be responsible for ensuring that they have an input and overview into:
• services prior to the commencement of the building contract’ (brief, site checks, soil investigation, practical comments, study of drawings and specification, datum points)

•services provided at the commencement of the building contract’ (pre-site meeting, hand over of site, siting of temporary offices etc, datum points, site levels and boundaries, testing, office procedures)

•general services provided during the carrying out of the building contract’ (setting out, materials, construction, off site manufacture, records, hidden work and variations, day works, reports, job diary, tests, interpretation, delays, practical advice, drawings and specification, instructions, completion)

•other services’ (if applicable such as: measured surveys, soil investigations, conditions of premises, schedules of dilapidations, surveys, building failures, repairs and restoration work, demolitions, separate trades contracts, direct labour, consultancy services, and inspection of extra items).

This is in line with The Institute of Clerk of Works of Great Britain Inc’s ‘Appointment document’ Independent Practices. 

The role will work on the project from RIBA stage J through to the end of the defects period (12 months from completion.)

The project is ERDF funded, the role will involve agreed valuations at set construction stages to provide evidence for funding claims..
