II.1.5)Short description of the contract or purchase(s)

Kent County Council (The Authority) is the Waste Disposal Authority (WDA) for the County of Kent. The county comprises 12 Waste Collection Authorities (WCA). The Authority has a strong track record as a high performing WDA.
Expressions of Interest are invited from suitably qualified and experienced Providers who are interested in tendering for the following services: The Provision of Clinical Waste Collection and Disposal Services.
The scope of this contract will include the following services:
— Collection of bulked Clinical Waste from designated council depots or locations as may be specified from time to time by the Authority, and delivery to Final Disposal Site, and/or;
— The receipt and disposal of Clinical Waste collected and delivered by a Council to a Treatment Facility or Final Disposal Site nominated by the Provider.
This contract will cover all types of Clinical Waste, as defined by The Controlled Waste Regulations 1992, to include, as a minimum, the following EWC (European Waste Catalogue) codes:
1. Tiger bags — Offensive waste (EWC 18 01 04).
For example:
— Incontinence pads and nappy waste,
— Sanitary hygiene waste.
2. Orange bags — Infectious Clinical Waste (no chemicals or pharmaceuticals) (EWC 18 01 03).
For example:
— Human tissue,
— Blood or other bodily fluids,
— Excretions,
— Swabs or dressings.
3. Yellow bags — Infectious Clinical Waste (EWC 18 01 03/18 01 06).
For example:
— Human tissue,
— Blood or other bodily fluids,
— Excretions,
— Swabs or dressings.
4. Sharp boxes (EWC 18 01 01).
For example:
— Needles,
— Syringes,
— Lancets,
— Scalpels.
5. Cytotoxic/Cytostatic Medicines (EWC 18 01 08):
The initial contract term is 2 years (24 months) with an option to extend (exercised at the discretion of the Authority) in 2 phases, the 1st being for a period of 1 year (12 months), and the 2nd for a further period of 1 year (12 months), resulting in a potential total contract term of 4 years (48 months).The contract is anticipated to commence from 1.12.2015.

II.2.1)Total quantity or scope:

The initial contract term is 2 years (24 months), with an option to extend in 2 phases, (exercised at the discretion of the Authority) for a further year (12 months) and then a further year (12 months), resulting in a potential total contract term of 4 years (48 months).
Indicative tonnages, as indicated in the Invitation to Tender document, may vary over the life of the contract, and therefore do not form the basis of any guarantee. The estimated contract value, including the full potential 4 year contract term, is 480 000 GBP . The estimated annual contract value is 120 000 GBP.

Description of these options: During the life of the contract, the Provider may be expected to accept additional Clinical Waste, from Commercial Sources, collected by any of Kent’s 12 District Councils. This may include up to an additional 150 tonnes per annum. The ability to perform this option will not be subject to the formal evaluation process. This option will not necessarily be utilised during the life of the contract; the Authority makes no guarantee that such an option will be used. Any such changes are to be agreed by mutual consent with the successful tenderer.

The Contract Initial Term is 24 months from award. This contract may be subject to 2 12-month extensions (24 months in total). The Contract is anticipated to commence on 1.12.2015. Expressions of Interest must be made via the Kent Business Portal (www.kentbusinessportal.org.uk), the Authority eTendering system. All tender documentation will be available once you have expressed an interest via the Kent Business Portal. The estimated contract value (480 000 GBP) is based on the total potential contract length (with all possible extensions) of 4 years (48 months). All dates given are estimation and the Council takes no responsibility for early or late publications of tender documents. No Tenderer costs will be refunded in the case of a cancelled or postponed opportunity.
