This tender is for the provision of development and support to the Co-operative Councils Innovation Network (CCIN). The contract period will be from 13th June 2016 — 30 June 2018 (with the option of a year extension).
Oldham Council is undertaking the development of a Consultancy Framework on behalf of the Network and will undertake contract oversight on this basis.
The Co-operative Councils Innovation Network (CCIN) is a national network currently comprising of 22 local authorities who are committed to finding better ways of working for, and with, local people for the benefit of their local community. CCIN membership is from across the UK including local authorities from the following areas: Bassetlaw, Cardiff, Croydon, Edinburgh, Glasgow, Islington, Knowsley, Lambeth, Liverpool, Milton Keynes, Newcastle, Newcastle-under-Lyme, Norwich, Oldham, Plymouth, Rochdale, Salford, Sandwell, Southampton, Stevenage, Sunderland, and Telford & Wrekin.
We are looking for organisations who are able to:

Objective criteria for choosing the limited number of candidates: Oldham Council working on behalf of the Cooperative Councils Innovation Network (CCIN) are seeking to award a UK wide framework to include no more than 16 suppliers with expertise in policy development and capacity building. We will choose those suppliers with the best combined score for technical ability and most competitive price as laid out within this document. Oldham Council intends to make this Framework Agreement available for use by all UK Contracting Local Authorities.
