The Board of the Pension Protection Fund (PPF) is seeking to strengthen its communications and external public relations work through the appointment of an external agency. The PPF is keen to ensure that the appointment fits well with its culture, values and ethos. While delivery of activities to required standards, in line with the contract, is expected, the strength of the relationship with the successful partner will be key to the appointment and ongoing contract management. The PPF is therefore looking for a strong, long-term partnership where an understanding of the PPF’s priorities means added value and innovative ideas are as important as successful delivery of the core day-to-day regular tasks.

At this stage the PPF will require those expressing an interest to evidence suitable scale, personnel and experience to deliver the breadth and complexity of services required by an organisation of the maturity of the PPF (either directly or through established subcontractors). The PPF will also require those expressing an interest to demonstrate appropriate financial strength over the last three years.

Note: The Board of the Pension Protection Fund was set up under the provisions of the Pensions Act 2004 and became operational in April 2005. It is classified as a public financial corporation. It has been established to pay compensation to members of eligible defined benefit and hybrid pension schemes when there has been a qualifying insolvency event in relation to the employer, and where there are insufficient assets in the pension scheme to cover Pension Protection Fund levels of compensation.

Note in relation to Legal terms: the Board of the PPF anticipate using a number of standard provisions in our agreement which will be available in the invitation to tender. The Board is looking to engage with organisations that can be flexible and accommodate the commercial terms on which the Board is proposing to operate in relation to this appointment. For further information please see the invitation to tender. The Freedom of Information Act (FOIA) 2000, which came into force on 1.1.2005, applies to the contracting authority.
