The Community Services Tender is being undertaken by NHS Ipswich and East Suffolk Clinical Commissioning Group (IESCCG) and NHS West Suffolk Clinical Commissioning Group (WSCCG) with Suffolk County Council. The tender will result in the establishment of a single contract which will deliver the services for eligible individuals within both the Ipswich and East Suffolk and West Suffolk Localities.

The Community Services tender is being undertaken by the CCGs to establish a Community Service (CS) for patients delivered by a Lead Provider which is appointed through this procurement process.
Both Ipswich and East CCG and West Suffolk CCG commenced a Health and Care Review in order to develop a model of care that is patient focused, high quality, affordable and integrated. The Health and Care Review has included working in collaboration with Suffolk County Council and other partners. In order to implement system wide transformation, new models of commissioning and contracting are required in order to elicit the benefits needed to deliver an integrated model of care that achieves systematic outcomes, high quality and financial sustainability for all parties.
Throughout this period there have been several key developments in relation to national policy, including the recent publication of the five year forward plan, in addition to the previous releases such as NHS Englands Urgent and Emergency Care Review, Care Act 2014, Better Care Fund, Commissioning Standards for NHS111 and guidance on out-of-hours general practice.
Whilst the review continues to be finalised we need to procure community services in order to maintain and sustain high quality services whilst the review is completed. This means that we will be procuring for a one year with the option to extend for a second year to allow the work and commissioning model to be finalised.
The contract will cover five over-arching Service Specifications, which include the following; Integrated Adult Community Service East Suffolk, Integrated Adult Community Service West Suffolk, Integrated Paediatric Service for East and West Suffolk, Community Equipment Service for East and West Suffolk, Wheelchair Service for East and West Suffolk and Assisted Technology Service for East and West Suffolk. Underneath these overarching service specifications are a number of service line specifications which are detailed further within the tender documentation.
The Community Equipment Store will be required to deliver services to both the Clinical Commissioning Groups and Suffolk County Council.
The Community Services Contract will be for a period of one year with the potential for an extension of a further year; with an indicative value of GBP 50 000 000 and GBP 62 000 000 per annum; this indicative figure will be clarified further at the Invitation to Tender stage.

NHS Ipswich and East Suffolk Clinical Commissioning Group incorporates a minimum 10 calendar day standstill period from the point at which information on the award of contract is communicated to the tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into.
