Description

The London Borough of Camden invites expressions of interest in a services concession contract for provision of property guardians to Camden properties. Camden currently has empty properties that are secured with guardians and it is expected that the successful guardian company will take over managing these properties and any new empty properties under the new contract. There are currently approximately 75 guardians across 3 areas, in about 12 blocks securing between 46 – 60 individual properties. Camden expects a minimum income from the contract of £60,000 per annum. The contract will commence on 15 November 2015 and will last 4 years initially, with the possibility to extend up to another 4 years, making the maximum possible contract length 8 years. The guardian company will be required to income share with Camden; contribute the amount chargeable for council tax as well as paying for the metered utilities usage for the duration of occupation in a property. The guardian company will do and pay for any works required to get a property up to a lettable standard, and conduct any maintenance repairs within the property. All works to bring the void up to a liveable standard will be the responsibility of the guardian company, and all H&S certificates will be provided to Camden. The guardian company will provide Camden officers with the required certificates (gas safety, electrical safety and a signed Asbestos Information form). The contract will also specify a high level of vetting and behaviour standards for each guardian to mitigate against risk of neighbour complaints about guardians from existing tenants and leaseholders in the block being guarded.
