VI.3)Additional information

The Council is using the e-business portal known as THE CHEST (www.the-chest.org.uk). Tenderers will need to register their details at the following link https://www.the-chest.org.uk. Once registered, tenderers will be emailed a log-in and password which will allow applicants to gain access to the pre-qualification questionnaire. Tenderers will need to electronically submit the completed tender submissions and accompanying documentation via the on-line portal by 7 pm on 18.4.2016, as referred to in IV.3.4. Any clarification queries must also be submitted via The Chest. It is anticipated that up to 8 service providers may be appointed to each Lot. The duration of the framework agreement is 2 years with an option to extend by up to an additional 2 years, entirely at the choice and discretion of MCC. Under the framework agreement service providers will be required to support the Councils’ and other participants economic and social regeneration objectives and actively participate in the economic and social regeneration of the locality of, and surroundings of, the place of delivery of the framework agreement (further details are provided in the ITT package).

Precise information on deadline(s) for lodging appeals: Precise information on deadline(s) for lodging appeals: The Council will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers prior to entering into the contract. If an appeal regarding the award of a contract is communicated to tenderers prior to entering into the contract. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may, depending on the circumstances, award damages and/or shorten or order the contract ineffective.
