Provision of Construction and Trade Sub-Contractor Works and Services for the period up to 15th January, 2014 with options to extend up to a further 24 months at City Building (Glasgow) LLP’s absolute discretion. The contract involves fourteen lots being; Piling Works and Services, Power Floated Floor Slabs, Pre-Cast Concrete Stairs, Render Internal and External, Suspended Ceilings, Heating and Plumbing Insulation, Core Cutting, Curtains and Blinds, Metal Decking and Roller Shutter Doors, Gas Heating Installation, Electrical Heating Installation (including wet systems), Stair and Backcourt Lighting and Water Hygiene and Legionella Control. Ten of the aforementioned lots have been advertised previously and as such those sub-contractors already on City Building’s framework for Piling Works and Services, Power Floated Floor Slabs, Pre-Cast Concrete Stairs, Render Internal and External, Suspended Ceilings, Heating and Plumbing Insulation, Core Cutting, Curtains and Blinds and Roller Shutter Doors need not re-apply. No guarantee of workload can be given.

Information and formalities necessary for evaluating if the requirements are met: A statement of overall turnover in respect of the services to which the contract relates and if required by City Building (Glasgow) LLP tenderers should submit proof of their financial standing in respect of copies of audited accounts and annual reports as submitted to the Inland Revenue. Evidence that the required insurances are held or can be obtained on award of the contract should also be submitted (please see the tender documents for further details). Failure to submit such evidence of insurance and/or such accounts including, but not restricted to, balance sheet, profit & loss account or income & expenditure account, may result in exclusion from this and/or other contracts.
Minimum level(s) of standards possibly required: Tenderers who do not demonstrate minimum levels of financial capacity, will be disqualified at City Building absolute discretion. Justification for the choice of accelerated procedure: City Building received an insufficient number of acceptable bids for ten of the lots involved and this coupled with the requirement for additional work categories means that it is now business critical that we urgently strengthen our construction and trade works and services division to ensure that projects are delivered on time and to cost.

This framework is being procured using the accelerated restricted procedure. On this occasion, officers of the contracting authority have concluded that for the lots within this framework, it is not possible to establish meaningful commercial criteria which would be capable of evaluation at any stage prior to mini-competition. Therefore the contracting authority will not be seeking cost information at ITT stage for the lots, but will select economic operators to be appointed to the framework on the basis of non-economic criteria and thereafter MEAT evaluation criteria will be applied at the point of each mini competition to be held prior to the award of any specific contract under the framework ensuring value for money is delivered against each project. This procurement project will be carried out in line with EU Directives relating to public procurement, demonstrating transparency, openness and fairness at every stage of the process.

Precise information on deadline(s) for lodging appeals: City Building (Glasgow) LLP will incorporate a minimum 10 calendar day standstill period at the point of information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Such additional information should be required from the procurement officer (see details in Section 1.1 of the contract notice). If an appeal regarding the award of the contract has not been successfully resolved the public Contracts (Scotland) Regulations 2006 (SS) 1 2006 No 1) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sheriff Court or Court of Session.
