II.1.5)Short description of the contract or purchase(s)

Newlon Housing Trust (‘Newlon’) intends to run a Restricted Procedure and are seeking expressions of interest from suitably qualified and experienced consultants to enter into a framework agreement for the delivery of Employer’s Agent and CDM co-ordinator services primarily but not exclusively to facilitate our programme of building new homes. Our housing portfolio currently comprises of approximately 7 000 homes in various boroughs in North and East London.
Newlon intends to enter into a bespoke framework agreement for a period of four years with a bespoke form of call off contract.
The framework will be open to other purchasers and is intended primarily for the use of Newlon Housing Trust and NewlonBuild, but also other Registered Providers of Social Housing and Local Authorities in London.
The Framework is split into (two) 2 Lots. Lot 1 is for services to new build developments / change of use or major refurbishments of less than a 4 000 000 GBP build cost, Lot 2 is for new build developments for over 4 000 000 GBP build cost. Please note that you will not be permitted to apply for both Lots and so must choose which PQQ to download and complete.

Description of particular conditions: Economic operators who satisfy any of the criteria for rejection set out in Regulation 23(1) shall be treated as ineligible. 2. Newlon Housing Trust reserves the right to withdraw from this procurement procedure at any time without awarding a contract or contracts. Economic operators shall be responsible for the costs and expenses they incur as a result of participation in this procurement process. Newlon Build and its advisers shall not be liable for and will not pay any costs in respect of the preparation of any tender submission, whether successful or unsuccessful. This shall also apply in the event that the procurement process is postponed, cancelled or abandoned by Newlon Build at any stage and for any reason. Economic operators shall be deemed to have unequivocally accepted this as a condition precedent to participation in the procurement process.
