Tandridge District Council is seeking a developer to redevelop the existing accommodation at Ninehams Gardens to provide a robust housing development with a minimum of 40 residential units. Proposals that maximise the level of affordable housing are highly desirable and such units will be expected to meet the HCA standards. The Council’s present intention would be to contribute the freehold title to the site which measures approximately 0,7 hectares. However at ITT stage, options that result in a monetary benefit for the Council (i.e. payment for the land), could be considered favourably as long as the required quality will be delivered.

The contracting authority anticipates that following evaluation of the pre-qualification questionnaire (PQQ), there will be a maximum of the five highest scoring Candidates selected to be invited to tender, provided that there are a sufficient number of suitable Candidates. The maximum bidders taken through maybe increased to 8 in the event that the difference in score is minimal as set out in the PQQ. Following evaluation of the tenders, the contracting authority proposes to choose a Preferred Bidder on the basis of the most economically advantageous tender. However, the contracting authority does not bind itself to accept the whole of or part of any tender and reserves the right to reduce the scope of all or any of the contracts or to vary the procurement timetable at any stage of the tender process.
The estimated value is based the value of the contract to a developer, taking into account the current net value of land, buildings and build costs. The estimated duration of the contract is based on a 18 month construction period, although the precise length of the contract will be determined through the procurement process.
Any resulting contracts will be subject to English law and the exclusive jurisdiction of the courts England and Wales.

Parties should advise company name, e-mail, address and contact point for dispatch purposes. It is intended that dispatch of the PQQ and MOI will be electronically only. Applicants should confirm receipt. Parties wishing to be invited to tender should submit a PQQ response to the contracting authority by 12 noon hours on 20.9.2012 in accordance with the Instructions for Completion in the PQQ. Following receipt of completed PQQs, the contracting authority reserves the right to request clarificatory information relating to legal and financial status and technical ability.
