The Highland Council has introduced a Framework Agreement for Construction Contractors, to maintain and improve our buildings and help to deliver our repairs and capital programme.
The Highland Council will renew/review this Framework every six months, offering the contractors who missed the opportunity access to the Framework.
Please note we will be running a full review of Contractors and Contractors profiles at the next review date in 2015. All participating / new Contractors will be required to complete an updated Scottish Standard Pre Qualification Questionnaire
— Existing Framework Contractors Only –
If you are an existing framework Contractor you need do nothing more – your inclusion will continue with your current status and information unless you require to provide updates.
— New Framework Contractors – will be required to complete an SAQ for this framework.
This particular requirement will cover all categories of work for repairs, maintenance and minor works projects up to an individual value of 50 000 GBP. The intention is to create a formal framework database of all competent contractors who apply to participate.
Within this category contractors will be required to respond to individual works orders for both domestic and commercial properties, participate in a quotation process for certain categories of work where competition may be required and deliver a responsive repairs service both during and outwith normal working hours.

The Highland Council in creating this framework does not guarantee any minimum level of expenditure, quantity, allocation or value of work or inclusion in any quotation process from any of the prospective purchasing Authorities. The allocation of work will be determined by the prevailing circumstances and may relate to the availability of internal resources, the results of a quotation process with registered Contractors, the Contractors availability, location of works, capability, trade discipline, performance monitoring and the ability to respond to a specific requirement in a specific area.
The value of individual works orders shall not exceed 50 000 GBP.

Update Annexe Form 2/2014 at the end of the Supplier Appraisal Questionnaire (SAQ) is provided for that purpose.
The purpose of the SAQ is to identify that each Contractor is suitably experienced, competent, capable and qualified to participate in their work category in the Framework.
The Highland Council will use the information provided in response to the SAQ to determine those that are suited, in the opinion of the Evaluation Panel, in terms of technical knowledge and experience, and organisational and financial standing to participate.
All Contractors satisfying the requirements of the SAQ will enter the Framework.
Please note we will be running a full review of Contractors and Contractors profiles at the next review date in 2015 and all participating Contractors will be required to complete an updated Scottish Standard Pre Qualification Questionnaire.

Rejection shall be automatic unless the potential participant is able to demonstrate business, technical, and financial capacity and propriety in respect of all of these requirements in relation to the provision of services forming the subject of the potential participants expression of interest.
Closing date for receipt of completed SAQ is Monday 11 August 2014 at 14:00 hours.
Submissions made after this time and date will not be considered.
The Highland Council will renew/review this Framework every six months offering the opportunity for new Contractors or those who missed the opportunity to access to the Framework.

Entitlement to Participate (only within the Highland Council’s operational Area)
During the valid period of this Framework, there is potential for both Scottish Natural Heritage and NHS Highland to consider their participation within this Framework and to pilot not only the service delivery side for property repairs with the Framework Contractors, but also to develop their related administrative and management processes as they relate to delivery of the Framework scope.
Although not necessarily directly linked to participation in the Framework, The Highland Council currently deliver certain aspects of property maintenance and repairs on behalf of Police Scotland and Scottish Fire & Rescue Service.
