Frequency and value of the contracts to be awarded: As required, up to a maximum individual value of 50 000 GBP.
This particular requirement, Contractor Framework Category 1, will cover all categories of work for repairs, maintenance and minor works projects up to an individual value of 50 000 GBP. The intention is to create a formal framework database of all competent contractors who apply to participate.
Within this category contractors will be required to respond to individual works orders for both domestic and commercial properties, participate in a quotation process for certain categories of work where competition may be required and deliver a responsive repairs service both during and outwith normal working hours.

The value of individual works orders shall not exceed 50 000 GBP.
Section III: Legal, economic, financial and technical information
Description of particular conditions: Contractors will be required to complete a supplier appraisal questionnaire (SAQ) for this framework. The purpose of the SAQ is to identify that each contractor is suitably experienced, competent, capable and qualified to participate in their work category in the framework. The Highland Council will use the information provided in response to the SAQ to determine those that are suited, in the opinion of the Evaluation Panel, in terms of technical knowledge and experience, and organisational and financial standing to participate.
All Contractors satisfying the requirements of the supplier appraisal questionnaire will enter the framework.

Minimum level(s) of standards possibly required:
The Highland Council will require registration with CHAS or SSIP equivalent or other equivalent non-SSIP health and safety competency assessment registration as a mandatory requirement.
Highland Council policy on Management of Contractors sets out minimum criteria for the selection of contractors on a trade basis in Schedule A. (Equivalents will be considered subject to agreement with the Highland Council).

Rejection shall be automatic unless the potential participant is able to demonstrate business, technical, and financial capacity and propriety in respect of all of these requirements in relation to the provision of services forming the subject of the potential participants expression of interest.
Closing date for receipt of completed SAQ is Monday 16.7.2012 at 12 noon. Submissions made after this time and date will not be considered.
