The University is seeking to appoint a suitably skilled, knowledgeable and experienced individual or consortia organisation to produce the Smart Energy Network Demonstrator (SEND) technical specification and design for a subsequent business case and procurement of its installation.
This shall include:
a) undertake a review of Keele University”s existing Smart Energy Network (SEN) and integration of future phases and developments;
b) identify any enhancements required to the SEN to accommodate the SEND;
c) monitor and/or implement the SEN and SEND;
d) evaluate the needs of individual energy technologies and how they interface with SEN; and
f) specification of software, hardware, control systems, including detailing any interconnectivity and working interfaces to enable the implementation of the SEND.

No specific legal form is required. However, the University may require any potential consortium to form a single legal entity before entering into the contract to the extent that it is necessary for satisfactory performance of the contract. Joint and several liability of all consortium members may be required (and/or guarantees and/or undertakings by some or all consortium members in respect of some or all other consortium members may be required.

Information and formalities necessary for evaluating if the requirements are met: An economic operator will be excluded from participation if any of the mandatory exclusion criteria as set out under Article 57 of the Public Contracts Directive 2014/24/EU and the Public Contract Regulations 2015 applies. An economic operator may also be excluded if any of the additional discretionary criteria apply.

Information and formalities necessary for evaluating if the requirements are met: Evidence of economic and financial capacity to perform the contract.
Minimum level(s) of standards possibly required: An economic operator may be excluded if their financial capacity would pose an unacceptable risk to business and/or public money. Further information is available within the PQQ, available for download from In-Tend.
The following is required as a minimum;
An economic operator must provide one of the following;
(a) A copy of the audited accounts for the most recent two years,
(b) A statement of the turnover, profit & loss account, current liabilities and assets, and cash flow for the most recent year of trading for this organisation,
(c) A statement of the cash flow forecast for the current year and a bank letter outlining, the current cash and credit position,
(d) Alternative means of demonstrating financial status if any of the above are not available, (e.g. Forecast of turnover for the current year and a statement of funding provided by the owners and/or the bank, charity accruals accounts or an alternative means of demonstrating financial status).
Minimum turnover requirement is set at 400 000 GBP (Four Hundred Thousand Pounds Stirling).
An economic operator must self-certify that they have or will undertake to secure:
Employer’s (Compulsory) Liability Insurance = 5 000 000 GBP
Public Liability Insurance = 10 000 000 GBP
Professional Indemnity Insurance = 1 000 000 GBP
