Consultancy Service for Whitehaven Townscape Heritage Initiative – Stage 2 HLF Bid Preparation

Copeland Borough Council is pleased to have been awarded a Stage 1 approval from the Heritage Lottery Fund to develop a Townscape Heritage Initiative for Whitehaven Old Town.
 
THI schemes encourage partnerships of local organisations to carry out repairs and other works to historic buildings, structures or spaces within a defined area. Schemes are expected to:
·         Preserve and enhance the character and appearance of conservation areas affected by high levels of deprivation and in need of regeneration.
·         Bring historic buildings back into appropriate and sustainable use.
·         Safeguard the character of conservation areas through:
o   increasing training opportunities in heritage skills
o   increasing community participation
o   improving approaches to conservation management and maintenance
 
Copeland Borough Council is inviting consultants to tender to assist in the development of the scheme and complete the Stage 2 development work as required by the Heritage Lottery Fund. Any consultancy tendering for the work will be required to show that they have appropriate experience in THI development, heritage planning and regeneration work.
 
Due to the specialist nature of the work tasks required, it will be necessary to show that any companies employed as subcontractors also have the necessary experience in dealing with historic buildings and areas.  This will ensure that all work is carried out to an appropriate conservation standard.
 
It is anticipated that the successful consultancy team will be able to demonstrate a sound knowledge of town planning, architecture, heritage, training, quantity surveying, and valuation with an understanding of funding regimes, working with communities and undertaking complex negotiations with building owners and developers.
