Gateshead Council has identified a significant opportunity for the provision of a low carbon district heating system for Gateshead Town Centre and adjoining areas.
Following detailed technical and economic studies on this proposal, a strategic decision has been taken by Gateshead Council to fund a Gateshead town centre district energy network and to establish a wholly owned Gateshead Energy Services Company (ESCO) responsible for the operation and management of the scheme.
The Council wishes is to appoint a Consultant to provide the necessary specialist advice, information and services to:
— review and update the Council’s business case and base case financial model for the project, and advise as to the optimum management/commercial approach for the ESCO,
— undertake detailed design of the district energy scheme,
— carry out ‘owners engineer’ services, which shall involve continued support towards the development of the Gateshead district energy scheme, and helping to ensure that the construction of the network, together with its operational and maintenance functions are robustly procured and delivered.
