Information and formalities necessary for evaluating if the requirements are met: Measurement of economic standing and financial capacity will be determined by a set of financial performance indicators covering turnover, gross profit, operating profit, Return on Capital Employed, and Acid Test Ratio over the 3 previous financial years. Bidders will be required to submit this information using a pre-qualification questionnaire which is available for download at Bravosolution via http://www.bbc.co.uk/supplying/livetenders.shtml.

III.2.3)Technical capacity
Information and formalities necessary for evaluating if the requirements are met:
Economic operators must demonstrate a proven track record in the area of activity covered by this contract. A list of works comparable to those covered by this contract and carried out over the last 3 years will be required. This information together with other questions relating to technical capacity will be provided using a pre-qualification questionnaire which is available for download at Bravosolution via http://www.bbc.co.uk/supplying/livetenders.shtml.
Minimum level(s) of standards possibly required:
1. The solution must be able to index a text-corpus of at least 10 000 000 uniquely identifiable content items such as web pages, news stories, metadata for TV and radio programmes and blog posts (“Content Items”);
2. The solution must identify relevant Content Items in response to free-text queries with support for explicit filtering and tuning of results;
3. The solution must deliver sub-second average response times to free-text queries including under high indexing and/or query load. A high load for BBC Online* is currently approximately thirty user queries per second but this is expected to increase over time;
4. The solution must support powerful lexical operations – for example spell-checking and synonyms, with the capabilities to configure, extend and tune the operations in order to meet specific BBC editorial and business need – EG appending words into a spell checking vocabulary and creating new synonym rules;
5. The solution must have the capability to support multiple languages, including Arabic, Azeri, Bangla, Bengali, British English, Burmese, Chinese (simplified and traditional), Czech, French, Gaelic, Greek, Hausa, Hindi, Indonesian, Kinyarwanda, Kirundi, Kyrgyz, Nepali, Pashto, Persian, Polish, Portuguese, Romanian, Russian, Sinhala, Somali, Spanish, Swahili, Tamil, Turkish, Ukrainian, Urdu, Uzbek, Vietnamese and Welsh;
6. The solution must offer a comprehensive open API for operations such as indexing, querying and tuning using industry-standard protocols, for example XML over HTTP;
7. The solution must be easily scalable, highly available and provide facilities for alerting and diagnosis of faults.

In the case of technology requirements, the BBC may involve its technology partner (Siemens IT Solutions Limited) to assist in the scooping and drafting of invitations to tender and/or the evaluation of tenders. The awarding authority reserves the right not to award a contract and to annul the procurement process at any stage. Tenders and all supporting documents must be priced in sterling and all payments will be made in sterling. The contract shall be subject to English law. The awarding authority does not bind itself to accept the lowest, or any tender and reserves the right to accept part of a tender unless the tenderer expressly stipulates otherwise in the tender document. To prevent BBC eTendering portal e-mail alerts from being quarantined by your organisation’s fire wall or spam filter, you are advised to instruct your IT team to accept all e-mails with a .BravoSolution.couk extension (our portal provider) or from help@bravosolution.co.uk.
