NHS England — South (Wessex) invites tender responses from all suitably qualified and experienced healthcare providers (including dental practitioners, independent dentists, third sector organisations, dental body corporates, partnerships, consortia or other potential providers) to provide General Dental Services (via PDS Agreement) in Portsmouth:
Lot 1. General Dental Services (via PDS Agreement) — Hilsea & Paulsgrove — The agreement will replace services currently delivered from premises located in Hilsea and Paulsgrove.
The service will offer flexible access to general dental services and offer the full range of mandatory services with a focus on prevention.
The service will support 111 to provide access to urgent or routine care for patients seeking NHS dental services.
Lot 2. General Dental Services (via PDS Agreement) — Portsea — The agreement will replace services currently delivered from premises located in Portsea.
The service will offer flexible access to general dental services and offer the full range of mandatory services with a focus on prevention.
The service will support 111 to provide access to urgent or routine care for patients seeking NHS dental services.

1)Short description

Lot 1. Provision of General Dental Services. Hilsea & Paulsgrove Services will be provided from premises located in Hilsea, with an outreach service available in Paulsgrove. The Hilsea facility will offer flexible access appointments with patients able to access on the day routine or urgent care via pre-booked appointments or on a walk-in basis. The service will work with 111 (or equivalent) to ensure access to such on the day services. Appointments booked in advance will also be available from both locations, offering the full range of mandatory services with a focus on prevention.

This facility will offer the full range of mandatory dental services for regular and routine care, with an emphasis on improving oral health. Urgent dental services will be provided for patients who routinely use the facility and those referred to them via 111 (or equivalent).

Precise information on deadline(s) for lodging appeals: The Commissioners will incorporate a voluntary standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide reasons for the award decision as required by regulation 32 of the Public Contracts Regulations 2006. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Note that any challenge must be brought in accordance with the strict time limits which apply under these Regulations.
