The contract will be awarded to one provider.
It should be noted that knowledge of transitioning contact centre staff in house from an outsourced provider is an essential criteria for this contract.
The proposed duration of the contract is for approximately 12 months commencing September 2014.

Joint and several liability. No special legal form is required but in the case of group bidders the authority requires that a prime service provider assumes primary liability for the group and that each organisation in the group accepts joint and several liability.

Description of particular conditions: When executing the contract in the UK the successful tenderer will be required to comply with the recommendations of the code of practice for the elimination of racial discrimination and the promotion of equality of opportunity in employment published by the commission for racial equality. The successful tenderer will be required to participate actively in the service related economic, social and environmental regeneration of the locality of and surrounding the place of delivery for the procurement. Accordingly, tender evaluation and contract performance conditions may relate in particular to social, economic and environmental considerations.

Justification for the choice of accelerated procedure: Required due to unforeseen circumstances following termination of the existing contract. The Council only has 65 days before the services are brought in-house therefore specialist support required asap to ensure transition process is implemented by deadline.

Organisations wishing to apply for the pre-qualification questionnaire must have registered their interest no later than noon on 21.7.2014. In return organisations will be required to submit their pre-qualification questionniare no later than noon on 24.7.2014. Tenderers will be required to supply to the authority evidence showing their economic and financial standing, technical ability including satisfactory policies and documentation for race relations, environment impact and heath and safety. When executing the contract in the UK the successful tenderer will be required to comply with the recommendations of the code of practice for the elimination of racial discrimination and the promotion of equality of opportunity in employment published by the commission for racial equality. Under this contract the contractor will be required to support the contracting authority’s economic and social regeneration objectives. Accordingly contract performance and conditions may relate in particular social and environmental considerations.
