This contract is for the provision of fostering placements for children in care and Staying Put arrangements for young adults.
The proposed Framework Agreement will increase the supply of high quality, locally available placements in a family setting. In order to achieve positive outcomes for vulnerable children and young people, there is a focus on supporting placement stability and permanence for children and young people. The Framework Agreement will also aim to achieve improved value for money for placing authorities through greater transparency of pricing and competition through call-off.
This contract will replace the current Peninsula Framework contract for fostering (all Peninsula Authorities), and the Cost and Volume for Fostering contract (Plymouth, Devon and Torbay).
The Framework Agreement will contain multiple providers, who will be listed against individual Lots.

For the avoidance of doubt, this contract does not include the provision of parent and child placements or arrangements, with or without assessment. This contract does not include foster placements for children and young people which will be commissioned through the Care Together Peninsula specification (currently in development).
