Oxford City Council (and other Councils that may be appropriate) are looking for a supplier(s) who can provide their diverse range of temporary staff. The requirements are split into three lots (administrative and support/ frontline-operational/ technical and specialist) with a fourth lot available for providing all requirements within the 3 lots. The contract will be for 3 years with options to extend for a further 2 years (maximum of 5 years). Oxford City Council will be using the restricted procedure to qualify a maximum of 8 suppliers, and a minimum of 5 suppliers per lot through to tender stage. Oxford City Council will also be running a concurrent process to further compete the MSTAR 2 supplier offerings. The suppliers for MSTAR2 will NOT be considered automatically under this process and need to compete if they wish to also be considered under this process.

Oxford City Council (and other Councils that may be appropriate) are looking for a supplier(s) who can provide their diverse range of temporary staff. Where practicable and appropriate and where requested by the Council the succesful supplier(s) shall provide the Council with a sufficient surety for the Goods and/or Services to be supplied under the Contract (for example a Contract Guarantee Bond) for due performance of the Contract. Oxford City Council (OCC)reserves the right (i) not to award any contract as a result of the procurement process commenced by publication of this notice; and (ii) to make whatever changes it may see fit to the content and structure of the tendering competition; and in no circumstances will OCC be liable for any costs incurred by the candidates. If OCC decides to enter into a Contract with the successful supplier, this does not mean that there is any guarantee of subsequent orders being placed. Any expenditure, work or effort undertaken prior to contract award is accordingly a matter solely for the commercial judgement of Potential Providers. Any orders placed under this Contract will form a separate contract between the supplier and any other contracting body save Oxford City Council. OCC and other contracting bodies utilising the Contract reserve the right to use any electronic portal during the life of the agreement. The value provided in Section II.1.4 is only an estimate.
