The Authority is currently constructing a waste transfer facility in Exeter which is anticipated to be ready for use from May 2015. The contract entails the operation of the facility.
The waste transfer facility offers an approximate useful floor area of 540 square metres, surrounded on three sides by 5 metre high, reinforced concrete push walls.

The Authority manages an energy recovery facility (ERF) adjacent to the waste transfer facility.
The Authority intends to deliver Contract Waste to the waste transfer facility during periods when the ERF is unavailable to accept waste. The expected unavailability of the ERF has been estimated to be around 40 Working Days per Contract Year. This includes both ‘planned’ and ‘unplanned’ periods of ERF downtime.
The contract also entails the transportation of the waste from the waste transfer facility to nominated disposal facility or facilities.
The Authority does not consider this service provision to be suitable for division into lots due the nature or scope of the service.

The Authority anticipates that there may be scope for the operator of the waste transfer facility to deliver the Authority’s requirements with spare capacity remaining for commercial use, based on a lease with only peppercorn rent. Whilst some requirements of the Contract have been specified rigidly, in describing the Service requirements, the Authority has endeavoured to keep the Specification as outcome orientated as possible in order to allow the Service provider flexibility, with a view to optimising the use of the Facility for commercial purposes.
