Title

Contract for the Provision of Weather Forecasting Services

2.2

Description of the goods or services required

Shetland Islands Council as the Roads Authority, the Harbour Authority and the Pilotage Authority for the Port of Sullom Voe, seeks tenders for the provision of weather forecasting services. It is anticipated that the contract will run from 1 April 2013, for an initial period of three years with options to extend in favour of the Council for two further one-year periods.

Suitably qualified service providers will require to provide evidence of the following financial, technical, business and other information for selection on application as detailed below:

Lot 1 – Ports and Harbours, including Ferries

The required service will include but shall not be limited to:

24/7 access to a web based service from providers forecasting facility;

24/7 telephone access to an English speaking forecaster based at same;

Twice daily E-mail and fax Forecasts/Charts to multiple addresses / numbers;

Provision and maintenance of automatic weather station on Foula;

Provision and maintenance of real time wind measuring / reading apparatus at Sella Ness;

Extended probability based wind speed forecast covering the period 3 to 10 days ahead;

Warning bulletins when weather conditions are expected to exceed agreed parameters;

Any other forecasting services reasonably requested by the Council.

Lot 2 – Roads

The maintenance of Weather Stations together with the provision of services for the forecasting of ice and snow conditions for roads in Shetland.

Technical evidence:

Business profile and details of previous experience in carrying out similar services within the last three years, including references;

The names of three referees who will be able to satisfy the Council of the applicant’s ability to undertake these services;

Evidence of similar contracts that the applicant has been awarded and successfully executed.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Lot 1 – Ports and Harbours, including Ferries

Technical evidence

Proven experience in offshore and coastal wind and swell forecasting;

Evidence of success rates of forecasts;

Professional and other qualifications of the proposed employees;

List of principal contracts of similar nature carried out in the past three years;

List of existing clients and extent of services being provided to those clients;

Evidence of a quality assurance system, e.g. ISO 9001:2008;

Lot 2 – Roads

Technical evidence:

Business profile and details of previous experience in carrying out similar services within the last three years, including references;

The names of three referees who will be able to satisfy the Council of the applicant’s ability to undertake these services;

Evidence of similar contracts that the applicant has been awarded and successfully executed.

Financial and business information for both Lots:

Details of corporate structure and ownership;

Three years accounts and business reports for the contracting entity;

A current bank reference report to the means, standing and trustworthiness of your business for Lot 1 and Lot 2 at a minimum value of £120,000 and £50,000 respectively;

Evidence of current Employers Liability and Public Liability Insurances to a minimum of £10 million and £5 million respectively.

Evidence of current professional indemnity insurances;
