Our objective is to build the leadership capabilities of Zero Waste Scotland so that our people can effect change internally and among our stakeholders. This should deliver our Corporate Plan and contribute to our ambitions for Scotland.

This piece of work will be programmed in two phases. Phase 1 will focus on the Senior Management Team, with Phase 2 focusing on the needs of the 16 Programme Managers who report to the SMT.

We anticipate that the majority of core leadership capabilities for Programme Managers will be similar to the Senior Management Team although the context will be different. Senior Managers have to lead the overall organisation to ensure that total resources are aligned with organisational purpose. They also have a high level influencing role in Zero Waste Scotland stakeholder groups. There is a need to set the leadership context and culture for the rest of the organisation and ensure that our technical standards and our values are maintained at the highest levels.

Programme Managers are more operationally focused with a range of budget, KPI and reporting responsibilities. While they do have roles with significant influence and impact, they are more focused on the day to day leadership of their teams and the management of specific programmes.

There is a possible further Phase 3, which may deliver to a further group of managers with people management responsibility. This may also be commissioned through this contract.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Tenderers will be required to demonstrate:

– experience of working with clients who have to effect change in complex stakeholder environments.

– strong knowledge and experience of really effective leadership development that delivers results

Tenderers may make reference to recent service delivery to evidence their capability.

Tenderers must also meet minimum insurance cover levels of:

– £5 million Public Liability Insurance;

– £10 million Employer’s Liability Insurance (where relevant).

Bidders must have this cover in place at the time of bidding or must include a commitment to take out such cover in the event of being appointed.

Only those Tenderers which successfully demonstrate that they meet these criteria will progress to a full Tender evaluation.
