The University of Manchester wishes to appoint a contractor to deliver the Fallowfield Student Residences project.
The University aims to significantly enhance the student experience through a replanning of the Fallowfield Campus, diversifying the range of services and facilities — creating a vibrant student village with hub facilities that support residents on site and the student population within the wider Fallowfield area.
The Campus currently comprises;
— 3 251 student Bedrooms;
— the Central Catering Unit for the whole of the university and local site maintenance, (The Limes);
— 1 of the University’s main sports facilities, the Armitage Centre;
— a conference centre and hotel, Chancellors; and
— the Firs Experimental Gardens.
Much of the residential accommodation on the Fallowfield site dates from the 1960’s and does not now meet the expectations of students or their parents. The site is underutilised and is capable of accommodating additional student numbers which in turn would support the provision of new, essential support facilities, for example new student hub facilities, which would also serve the needs of the wider student population in the Fallowfield area.
The University’s goal is to enhance the strengths of the Campus by replacing much of the existing accommodation with modern and well-designed residences that meet the needs of students today and in the future, complemented with the right support services and amenities.
The Vision for the Fallowfield Residential campus is:

to design, construct and operate the campus in a manner that protects the environment and the health and safety of the students, employees and the public, that conserves natural resources and energy and promotes the health and safety of the University of Manchester community;

financially and commercially viable — a development that ‘takes care of itself’;

a unique, vibrant, modern student village that is a showcase for potential students — a place where everyone wants to live;

diverse range of residential offers, a great range of facilities — a place for everyone;

enhances with the wider Fallowfield area and encourages community — a place where everyone has a sense of belonging;

development which can be built and maintained safely, easily and phased — a construction project that minimises disturbance to residents, users and neighbours;

high quality design that is cost effective, durable, well considered and can be maintained and operated easily and efficiently — a place that lasts; and

contributes to local employment and skills — a project the identifies and creates opportunities to benefit Manchester.
The scope of the Fallowfield Student Residences Phase 1 project comprises:
— preparation of site as required to facilitate new buildings and infrastructure;
— 1 122 Cluster Flat Study bedrooms in 8Nr Blocks, (including Pastoral Units)
— 1 no. Warden’s Apartment
— An Amenity Hub within cluster flat Block 108
— Stand-alone replacement of the existing Central Processing Unit (CPU) / Maintenance building
— Associated Energy Centre
— Associated landscaping
— Harmonisation works across the wider site to include landscaping and signage works
— CCTV link to existing location.
Should the University choose to instruct the Contractor to undertake the Phase 2 and Phase 3 works these works are likely to be comprise of the following:

The figures given are an estimate only of the total value of the project and should not be taken as a guarantee of income.
The figures provided below are inclusive of all 3 phases of the project. This tender only seeks to appoint a contractor for phase 1, however the University reserves the right to extend the appointment of the successful contractor to include either or both phases 2 and 3. See below for a breakdown in costs:
Phase 1 — 65 000 000 GBP — 75 000 000 GBP;
Phase 2 — 92 000 000 GBP;
Phase 3 — 65 000 000 GBP.

The University intends to invite 5 candidates to participate in the ITT on the basis of the ranking of candidates at PQQ stage at which the criteria referred to in Regulation 65 of the Public Contract Regulations 2015, as amended will be assessed and marked.
In the event that candidates’ scores are tied resulting in the maximum number to be shortlisted (5) being exceeded, a tiebreaker exercise will be conducted by the University. Those candidates who are tied will be separated by their scores received in the following (in order of precedence):
5.1 — Previous Experience Projects — Student residential schemes/ non-student residential accommodation schemes, Project currently on site or completed within last 5 years;
5.2 — Previous Experience Projects — University Experience (Non-residential), Project currently on site or completed within last 5 years
Candidates who are tied will be first separated by the scores they received for Question 7.1 if candidates are still tied, this process will be repeated for the other sections in order as laid out above. This process will continue until the maximum number of candidates to be shortlisted has been reached with no ties.
