The purpose of this contract will be to service the needs of all Northern Ireland Public Sector Bodies covered by the Northern Ireland Public Procurement Policy (NIPPP), Northern Ireland Assembly and Northern Ireland Office (NIO). The contract will be used to establish a framework arrangement for the replenishment of Copier paper on a regular basis to be supplied throughout Northern Ireland.

Tenderers must provide 1 detailed case study example within the last 3 years demonstrating their experience in supplying copier paper as described in the specification to multiple locations throughout Northern Ireland.
The example can either be in the public or private sector. The examples shall provide a full detailed description to include:
— Client Details;
— Date of contract commencement and completion;
— Details of the products supplied; and
— Explanation of how the example relates to the products and services sought under this contract.
(SC02) Company Experience
Tenderer must provide 1 detailed case study example within the last 3 years demonstrating their experience of delivering full container loads of copier paper or arranging full container loads to be delivered direct from their paper mill as detailed in the specification.
The example can either be in the public or private sector. The examples shall provide a full detailed description to include:
— Client Details;
— Date of contract commencement and completion;
— Details of the products supplied; and
— Explanation of how the example relates to the products and services sought under this contract.

The Contracting Authority for this Framework is the Central Purchasing Body which is Central Procurement Directorate (CPD).
Lots:
CPD has not used Lots for this tender due to the need to agreggate demand for the Supply of Copier Paper. It is deemed that by aggregating the paper demand across the NIPPP, Northern Ireland Assembley and Northern Ireland Office it should help realise greater financial savings during the life of the Framework.
A Call-Off contract will be awarded every 6 months throughout the duration of the Framework arrangement.
During the life of the Framework the Contracting Authority reserves the right to review the procedure to call off contracts and the duration of the call-off contract.
Goods ordered will be subject to electronic ordering and payment (were applicable) by the various clients named on the framework arrangement.
Conditions relating to performance are included within the Instruction to Tenderers and the Specification.

Precise information on deadline(s) for lodging appeals: CPD will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Public Contracts Regulations 2015 (SI 2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
