Lancaster University is developing a proposal for investment from the European Regional Development Fund (ERDF) to enable small-to-medium sized enterprises (SMEs) from across (or re-locating to) the Northwest of England to access research and development facilities on the Lancaster campus. The project will be called the Core Technology Access Programme (cTAP). The bid for investment from ERDF grant funding is envisaged to be for up to £10 million, matched by up to £10 million of funding from other sources, including the university and private sector partners. The university is considering partnering with one or more commercial partners. The work has been divided into 3 lots: Lot 1 – Develop the detailed proposals for the ERDF investment in the form of a full application and deliver some or all aspects of the proposed project. This could include the provision and management of access to facilities and innovation support to regional SMEs to develop research and development relationships with the university. Lot 2 – Operate some or all aspects of the access programme (in the key technology areas prescribed in section 2.2) after grant funding ceases, via the development of a financially sustainable, not-for-profit business model. Lot 3 – Provide investment to the university (in cash or assets) for the development of core technology facilities, in return for access to the wider set of proposed investments. The university is seeking responses from companies to work with it on each opportunity. Companies may wish to respond to one or more of the opportunities for partnering. The university reserves the right not to partner with any of the opportunities (lots) after considering responses to this tender. The university also reserves the right to create a consortium of partners to work with it across all three opportunities (lots), including working with more than one partner for each opportunity (lot).
