Cornwall Housing Ltd intends to award three separate contracts for the manufacture and supply of goods. Each contract will be with a single supplier and will have an overall duration, subject to termination rights and break clauses, of 10 years.
The three contracts are as follows.
Contract 1 Domestic Heating Boilers.
Contract 2 Domestic Kitchens.
Contract 3 Domestic Bathrooms.
Suppliers may bid for any one or more of the three contracts stated above.

The full scope of this procurement will be set out within the PQQ and ITT documentation.
This procurement is seeking to appoint suppliers that are capable of manufacturing and supplying the goods specified in Annex B to Cornwall Housing Ltd for use in its portfolio of properties across Cornwall.
Details of the specific requirements for each contract are set out within Annex B. However, the general requirements for each contract are that the suppliers.
Ensure they have a depot, storage facility or such other agreement with parties that ensures a depot or storage facility is available within areas A, B and C – as shown on the map included within the PQQ document.
Carry spare parts and reasonable stock for all the contracted items at the depot or distribution centre established within each of the areas A, B and C – as shown on the map included within the PQQ document.
Have a dedicated account manager to oversee the requirements of the contract.
Distribute the goods from their point of manufacture to the storage depot (located within areas A, B and C – as shown on the map included within the PQQ document) and ensure Cornwall Housing Ltd has access to such goods as and when they are required and.
Liaise with and set up direct orders with Cornwall Housing Ltd’s installation teams.
The portfolio of properties, which consists of almost 11,000 assets, in which the goods are intended to be installed, generally (but not exclusively) consists of the following types:
Residential dwellings including supported needs properties and non traditional build properties.
Lease hold multi occupation buildings.
Gypsy/Traveller sites.
Shops.
Storage facilities.
Community rooms.
Hostels.
Private Sector Landlords throughout Cornwall.
Cornwall Housing Ltd intends to award three separate contracts for the manufacture and supply of goods. Each contract will be with a single supplier and will have an overall duration, subject to termination rights and break clauses, of 10 years.

1)Short description

This procurement is seeking to appoint suppliers that are capable of manufacturing and supplying the goods specified in this Annex B to Cornwall Housing Ltd for use in its portfolio of properties across Cornwall.
The primary purpose of this lot is to award a direct agreement with a manufacturer of gas boilers for use in Cornwall Housing Ltd’s portfolio of properties detailed at II.2.1 above. Cornwall Housing Ltd requires boilers almost entirely for domestic use (exceptions may be community centres or shops). The supplier will be required to provide combination and back boiler models in the majority of situations, but other forms of heating boiler may also be required, on an ad hoc basis.

1)Short description

This procurement is seeking to appoint suppliers that are capable of manufacturing and supplying the goods specified in this Annex B to Cornwall Housing Ltd for use in its portfolio of properties across Cornwall.
The primary purpose of this lot is to award a direct agreement with a manufacturer of kitchens for use in Cornwall Housing Ltd’s portfolio of properties detailed at II.2.1 above. Cornwall Housing Ltd requires kitchens almost entirely for domestic use (exceptions may be community centres or shops).
The supplier will be required to provide at least three (3), but up to five (5), different ranges/styles of kitchen within the same price range. The supplier will be required to provide the taps, sink, wall and floor units, worktops, drawers, end panels, doors, handles and all associated fixtures and fittings as part of this contract. The provision of white goods and appliances shall not form part of this contract.

1)Short description

This procurement is seeking to appoint suppliers that are capable of manufacturing and supplying the goods specified in this Annex B to Cornwall Housing Ltd for use in its portfolio of properties across Cornwall.
The primary purpose of this lot is to award a direct agreement with a manufacturer of sanitary ware for use in Cornwall Housing Ltd’s portfolio of properties detailed at II.2.1 above. The sanitary ware is almost entirely for domestic use (exceptions may be community centres or shops). The manufacturer will be required to provide baths, sinks, pedestals, close coupled dual flush toilets, taps, waste fixings, disabled shower components (DOC M) and all associated fixtures and fittings to accompany such goods. All items shall be provided in white finish.
Bidders applying for this Lot 3 may (but are not required to) also apply for Lot 1 and/or Lot 2.

Cornwall Housing Ltd will accept tenders from individual undertakings or consortia. A consortium bid may be acceptable but Cornwall Housing Ltd reserves the right to require a single/lead contractor to take primary liability, to require that a special purpose vehicle be formed or to require that each member of a consortium is jointly and severally liable for all the obligations in the contract.

The Cornwall Housing Direct Goods Contracts are being procured to provide Cornwall Housing Limited (including its in-house response maintenance team and Housing Maintenance Framework suppliers) with a means of supplying goods to its entire housing stock. In addition, the following contracting authorities will be able to use the Cornwall Housing Direct Goods Contracts.
Cornwall Council and all Cornwall Council “arms length companies” – including Cormac Solutions Ltd, Cornwall Council’s Leisure Services, Cornwall (Newquay) Airport and Cornwall Development Company.
The contract(s) to be entered into shall be considered as contract(s) made under English law and subject to the exclusive jurisdiction of the English Courts.
Cornwall Housing Ltd reserves the right not to enter into any agreement or award any contract as a result of this notice and to vary or change or not to proceed with this competition at any stage of the procurement process.
Cornwall Housing Ltd shall not be responsible for any costs incurred by any organisation responding to this notice.
If any organisation considers that any information supplied by it to Cornwall Housing Ltd is commercially sensitive or confidential in nature, this should be highlighted and the reasons for (and duration of) its commercial sensitivity or confidentiality specified.
