II.2.1)Total quantity or scope:
The framework contract is being designed for the provision of a comprehensive security service that ensures a high profile and visible service that creates a safe and secure environment for all key customers, that provides a standard of service that helps to maximise customer satisfaction, ensures a flexible and sympathetic response to any unplanned or reactive requirement, and which effectively prevents access to restricted areas and counters any Anti social behaviour that may cause further incidents within Council Buildings and Housing Residential Blocks.
The Security Services Framework Contract shall cover all security requirements for the London Borough of Hackney and Hackney Homes Ltd.
The contract shall have 4 service streams (lots), these are:
1. Security guarding including, Key holding services and alarm response and CCTV monitoring.
2. Estate Security including mobile patrol.
3. Vacant premises security.
4. Concierge services for housing residential blocks.
The contract shall provide services where required across civic buildings, educational establishments, administration and operational buildings and the Council housing portfolio and residential blocks.

Security Guarding, Key holding and alarm response for Council buildings.
This requirement includes provision of security guarding service, mobile patrols, key holding and alarm response across main Council buildings, depots, libraries and housing offices and community halls. Some buildings have security guards while some are protected using a combination of security systems including CCTV monitoring and mobile patrols
This service also includes, panic alarms, intruder and fire alarms. CCTV coverage to the core campus buildings is monitored from one of the Councils main office 24/7.

Lot No: 002 Lot title: Vacant Premises Security Guarding
1)Short description
Vacant Premises Security service that secures Councils vacant premises from being squatted vandalised or attacked. This would include a patrolling service (including random checking) to monitor the security of vacant premises, control of access ensuring persons not authorised do not enter restricted areas, providing a 24 hour security presence
Requests will be made via the FM Helpdesk under instruction from Property Services to provide.
guarding normally with 24 hour notice, but emergency arrangements may be issued the same day if a property becomes void.

This lot relates to the provision of gatehouse security duties at applicable estate/ sites including a dog patrolling service on foot to monitor the security of the sites / estate, provision of an escort service when requested at applicable sites and remote surveillance of estates / sites / locations as instructed and provision of control of access at all sites ensuring persons not authorised do not enter restricted areas.

The concierge service operates across 13 blocks in Hackney on a 24-7 basis. The concierge service is primarily responsible for the following:

Monitoring CCTV cameras;
Key handling and storage.

This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into.
