The procurement of a Design Consultants Framework Agreement for carrying out the provision of Design Services, (Architects, Civil and Structural Engineering, Mechanical and Electrical Engineering and Landscape Consultant), for new build homes and associated external works for the Contracting Authority known as Broadacres Services Limited (‘The Authority’) and its affiliates: Broadacres Housing Association, Mulberry Homes Yorkshire, York Housing Association, Selby District Council, Selby and District Housing Trust and Yorkshire Coast Homes each of whom are designated Framework Users. The Authority provides homes for rent, shared ownership and outright sale as well as providing a range of support services to a variety of client groups requiring extra care. The intention of The Authority is to improve service and quality to their customers when designing and building new homes. The Authority has headquarters in Northallerton and together with its affiliates operates predominantly in North Yorkshire and has housing stock in Hambleton, Darlington, Richmondshire, Harrogate, Redcar and Cleveland, Ryedale, Scarborough, Selby, East Riding of Yorkshire, York and Leeds. The Authority wishes to procure a Framework Agreement for use by itself and its affiliates, pursuant to which it is envisaged that contracts will be let to Providers within the Framework for the provision of design services for new build housing and associated external work. Under the Framework Agreement the Authority and each of its affiliates will have the option to call off contracts with individual Providers as and when works are required, though Providers should note that, under the Framework Agreement, neither the Authority nor its affiliates shall be under any obligation to award contracts to any or all appointed individual Suppliers on the Framework. The Framework will also be available to joint ventures in which the Authority or any of its affiliates participates. It is the Authority’s intention that the Cost Consultants Framework for new build homes and associated external works will be divided in 1 Lot:
Lot 1 Architects Services and the numbers of suppliers shortlisted to be invited to tender and the number of suppliers that the Authority intends to appoint to the Framework for the Lot is as follows:
Lot 1-8 invited to tender, 4 appointed to framework.
The framework will provide a mechanism for issuing contracts on a call off basis but there is no guaranteed minimum value and no guaranteed minimum number of contracts that will be awarded to each Provider within the Framework.

The Authority and its affiliates have an intention to deliver a programme of new housing over the four year duration of the Framework and require the assistance of design consultants services to deliver the programme. The anticipated annual numbers of units in years 2016, 2017, 2018 and 2019 is as follows:
— Mulberry Homes Yorkshire: 132, 215, 322, 330;
— Broadacres Housing Association: 70, 70, 70, 70;
— Broadacres Service Limited: 35, 40, 45, 45;
— York Housing Association: 10, 10, 10, 10;
— Selby: 35, 35, 35, 0;
— Yorkshire Coast Homes: Numbers to be advised.
Totals: 282, 370, 482, 455.
The total anticipated construction expenditure in the four year duration of the framework based upon the planned delivery programme is estimated at 157 000 000 GBP.
Whilst it is the intention for Mulberry Homes Yorkshire to use the Framework, the company is not subject to the Public Contracts Regulations 2015 and will have the option to procure works from Providers who are not part of the Framework.
As an estimate only, the Authority considers the value of the works (in terms of total amounts payable excluding VAT in aggregate to all appointed cost consultants) over the 4 year duration of the framework may be approximately as follows:
Lot 1: Total over 4 years 1 570 000 GBP. Average Annual Total 392 500 GBP.

The Authority intends to hold a meet the buyer event for this procurement at Broadacres House, Mount View, Standard Way, Northallerton DL6 2YD on 8.10.2015 commencing at 10 am scheduled duration 2 hours. All prospective Bidders are invited to attend and are requested to advise of their intention to do so via the www.mytenders.org Postbox facility.

The Invitation To Tender (ITT) documents have been provided for information only. Candidates are only required to complete and return the Pre Qualification Questionnaire (PQQ) at this initial stage of the procurement process. The Authority will assess the suitability of Suppliers based on the evaluation of the response to the PQQ and will produce a shortlist of suppliers who will then be formally issued with an ITT document to complete and return for the next stage of the procurement process.
The Authority reserves the right to cancel the procurement at any stage. The Authority does not accept liability for any cost incurred in the PQQ and tender stage.
