Description of the contract

Liverpool John Moores University (LJMU) and the University of Liverpool have created a Joint Venture company – Sensor City Liverpool Ltd. The objective is to establish a unique sensor-systems business incubator focused on creating, nurturing and establishing commercially-viable, hi-tech companies. Over a ten-year period the aim is to drive growth locally and beyond, creating a cluster of over 300 businesses and over 1,000 jobs in emerging technologies The project will develop a bespoke 2,500m2 new building located in the Copperas Hill redevelopment zone at the heart of the Liverpool Knowledge Quarter (KQ) – a designated Mayoral Development Zone that is a prime location for business incubation adjacent to the two universities, the business district and transport links. The new building should provide flexible laboratory space to allow different sized companies to work alongside each other with dedicated write up and office space. The building should encourage collaboration and provide opportunities for the client to demonstrate the new technologies being developed. LJMU will be administering this procurement exercise on behalf of Sensor City Liverpool Ltd – which will be the designated contracting authority. It is intended that this project will be subject to funding from the European Regional development Fund. The appointed consultant will be expected to assist with this task and provide any information for grant funding bodies such as ERDF, HLF, LEP, and UEZ. The project is partially funded through the UK Government Department for Business Innovation & Skills funding.

How to apply

Supplier appointment will follow a two stage process. Firstly potential suppliers must return a completed Pre Qualification Questionnaire (PQQ). The PQQ lists the criteria and procedure used to assess how completed submissions will be evaluated to shortlist the most suitably qualified suppliers. Short listed suppliers will be invited to tender for the service. Requests for PQQ documentation must be received by NOON Friday 12th December 2014. Completed PQQ submissions must be received by NOON Wednesday 17th December 2014.
