Description of the contract

Market Testing Exercise for three Primary Care Counselling services. Providers who are responding to this Market Testing Exercise should advise whether they would be interested in bidding for ONE OR MORE OF THE LOTS BELOW should a contract notice be advertised for each of the requirements. PROVIDERS CAN EXPRESS AN INTEREST FOR ONE OR MORE LOTS. DESCRIPTION FOR EACH OF THE LOTS ARE BELOW: • LOT 1 – GENERAL MENTAL HEALTH COUNSELLING SERVICE (CONTRACT VALUE FOR THIS SERVICE: £90,000- £110,000 PER ANNUM) The counselling relates to steps 2 and 3 of the NICE stepped care model for common mental disorders, with no more than 10 per cent of places for long-term needs (nine months).The service will provide 36 volunteers each offering two to three hours of counselling each week, and will also support awareness, innovation and development in meeting local needs for talking therapies. Volunteer counsellors must be qualified or in their second year of training, and receive qualified supervision in respect of this work. The service must employ paid, qualified staff to assess clients and supervise volunteers’ counselling practice, and provide counselling rooms. The service should be accredited by BACP or in the process of gaining accreditation. Commissioners expect to contract for a service that can offer business and clinical continuity at the required level from commencement in April 2015. Commissioners encourage partnership working between local talking therapy organisations. The volunteer base is expected to include a range of languages and include some Sylheti speakers. • LOT 2 – BILINGUAL( ENGLISH/SYLHETI) MENTAL HEALTH COUNSELLING SERVICE (CONTRACT VALUE FOR THIS SERVICE : £81,000- £92,000 PER ANNUM) The service will provide bilingual counselling (Sylheti/English) to Tower Hamlets residents of Bangladeshi ethnic origin (minimum of 1,000 hours pa) and support awareness, innovation and development in ways of meeting local needs for support through talking therapies. This includes those who are bereaved, carers, and (to support referral for appropriate interventions) those experiencing or at risk of domestic violence. The counselling relates to steps 2 and 3 of the NICE stepped care model for common mental disorders. The service must be able to provide telephone response in Sylheti and be able to offer advice and information over the telephone concerning individual’s needs for counselling. The service must utilise close relationships with the Bangladeshi community in the borough, including with community organisations, for the purpose of providing access to, and trust in, counselling interventions. The service must employ paid, qualified staff to assess clients and supervise counselling practice, and provide counselling rooms, either in its own premises or those of other relevant organisations, and have a volunteer programme. The service should provide qualified supervision and be accredited by BACP or in the process of gaining accreditation. Commissioners encourage partnership working between local talking therapy organisations and the service will be expected to develop relationships with GP practices in order to promote access. • LOT 3 – BEREAVEMENT COUNSELLING SERVICE (volunteer-based) (CONTRACT VALUE FOR THIS SERVICE: £70,000- £78,000 PER ANNUM) The counselling relates to steps 2 and 3 of the NICE stepped care model for common mental disorders and includes counselling for complex bereavement needs including bereavement following the death of a child. The service will provide 30 volunteers each offering two to three hours of counselling each week and support awareness, innovation and development in meeting local needs for bereavement and end-of-life support. Volunteer counsellors must be qualified or in their second year of training, and receive qualified supervision in respect of this work. The service must employ paid, qualified staff to assess clients and supervise volunteers’ counselling practice, and provide counselling rooms. The service should be accredited by BACP or in the process of gaining accreditation. Commissioners expect to contract for a service that can offer business and clinical continuity at the required level from commencement in April 2015. Commissioners encourage partnership working between local talking therapy organisations. The volunteer base is expected to include a range of languages and include some Sylheti speakers.

Lot 2 – Bilingual ( English/Sylheti) Mental Health Counselling Service. Lot 3 – Bereavement Counselling Service. Potential providers with relevant technical capability and experience can express an Interest in bidding for one or more lots. Bidders who will be interested in delivering this service are requested to express an interest for the lots they will be interested in bidding for should the CCG decide to carry out a competitive tender exercise and publishes a Contract Notice for this requirement.
