Northumbria Healthcare NHS Foundation Trust (NHCFT) wishes to establish a contract for the provision of Counselling services within the North Tyneside Talking Therapies service (NTTT).
NTTT which is run by NHCFT delivers primary care psychological therapies using the Improving Access to Psychological Therapies (IAPT) stepped care model across North Tyneside. NHCFT require a supplier to deliver a fully integrated Counselling service, under Step 2c of the stepped care model and clinical pathway. It is expected that the provider will offer a range of counselling interventions.
The contract will be for an initial period of 2 years with the option to extend by a further 2 x 12 month periods. The Contracting Authority is conducting this procurement as an Open Procedure under the Light Touch Regime in accordance with the requirements of the Public Contracts Regulations 2015.

III.1.2)Economic and financial standing
Information and formalities necessary for evaluating if the requirements are met: In accordance with regulation 58 of the Public Contracts Regulations 2015 and as set out in the relevant contract documents and other documentation including the invitation to tender.
The Contracting Authority has a maximum financial annual budget of 219 800 GBP per annum (excluding VAT) for this contract. A separate one-off maximum budget of up to 5 000 GBP (including VAT) is available to assist with implementation/transition costs. No additional payments will be made over and above the accepted tender price.
Any tenders which exceed the maximum financial annual budget or one-off maximum implementation / transition budget will be considered to be non-compliant and not considered further.

The Contracting Authority will incorporate a minimum 10 calendar day standstill period. Information in relation to the award of the contract will be communicated to tenderers.
