Hartlepool Borough Council is seeking expressions of interest from suitable providers (including small and medium sized enterprises, voluntary and community sector and similar organisations) to provide domestic violence support services in Hartlepool
 
The successful provider must be able to provide structured but flexible services to meet the specific needs of victims of domestic and sexual violence and their children who reside in Hartlepool.
 
The service will be expected to provide safe refuge accommodation and associated advisory and direct support services to reduce the risk to victims and counselling to enable them to move on with their lives and live free from violence and abuse. Provision must be tailored to meet the needs of the individual and may be on a one to one basis, group work, a centre based approach or through outreach support. The service will also provide specialist domestic violence support to families where there are early indications that domestic violence is an issue although no disclosures have been made.
 
The successful provider will also provide a specialist support service to address the safety of victims at high risk of harm, serving as their primary point of contact, discussing options and creating a workable safety plan
 
Additionally, the provider will provide a voluntary, structured rolling programme for men who are violent or abusive to their partner and wish to change their behaviour.
 
It is anticipated that the service will commence on 1st April 2012 for a period of three years with the possibility of an extension for a further two years subject to satisfactory performance and continued need for the Service. The estimated cost of the service will be between £220,000 – £270,000 per annum, however interested parties will be required to demonstrate savings over the duration of the contract.
 
Prospective providers must demonstrate experience of, and commitment to providing a high quality, cost effective service and victim focussed service

Warrington domestic abuse forum is funding the provision of an independent domestic abuse service to play a key role in providing specialist advice and support to victims / survivors of domestic abuse. The principal focus of the service will be to improve the safety of victims/ survivors of domestic abuse and will have two key strands; an independent domestic violence advisor service for victims / survivors at medium to high risk of harm and a Community Outreach service to provide support to those categorised at standard to medium risk of harm.
The service will accept all referrals and tailor the support offered to each client through an assessment of risk and need. The service should ensure that it provides appropriate support for both women and men who have experienced or are experiencing domestic abuse. The service will be responsive to needs of service users from black and minority ethnic groups; lesbian, gay, bisexual and transgender (LGBT) service users; service users with disabilities and other diverse groups. This support may be provided directly by a single service provider or through defined arrangements with other service providers. The service will also help to ensure that all agencies involved in an individual service user’s case fulfil their obligations.
The service will operate with the required level of knowledge and skill sets in relation to domestic abuse – including the statutory and legal frameworks – risk management within the context of domestic abuse and multi-agency working (specifically multi-agency risk assessment conference – MARAC – and the specialist domestic violence courts – SDVC).
