The courier, parcel and international mail services framework will include, but not limited to, parcel, courier and letter services.
The objective of this procurement is to secure an agreement between the Contracting Authority and courier, parcel and international mail service providers, which provides improved value for money against NEUPC’s existing arrangements.
Lot 1 — Same day services (courier and parcels);
Lot 2 — 24/48/72 hour services (courier and parcel);
Lot 3 — International and inbound services (courier and parcels);
Lot 4 — Dangerous goods services (courier and parcel);
Lot 5 — International airmail.

II.2.1)Total quantity or scope:

The courier, parcels and international mail services will include, but not limited to, same day services, next day services, international/inbound mail, dangerous goods and international airmail.
The framework will be awarded as 5 lots covering the UK including the geographical regions of NEUPC, NWUPC, SUPC, LUPC, HEPCW, APUC and CPC member institutions and their subsidiaries.
The lots will be divided as follows:
Lot 1 — Same day services (courier and parcels);
Lot 2 — 24/48/72 hour services (courier and parcel);
Lot 3 — International and inbound services (courier and parcels);
Lot 4 — Dangerous goods services (courier and parcel);
Lot 5 — International airmail.
Organisations may tender for one or all of the available regional lots.
Award to any 1 lot will not guarantee award to any other lot.
It is envisaged that there will be up to 10 awarded suppliers per available lot.
NEUPC makes no guarantee regarding the total number of companies that shall be awarded to each or any lot, as this will depend on the number and quality of tendered responses.
NEUPC cannot guarantee the contract values stated in this notice will be met or exceeded.
This framework agreement may be used by any member of the participating consortia.

Information and formalities necessary for evaluating if the requirements are met: NEUPC will exercise Article 57 of directive 2014/24/EU, (which are contained in regulations 59, 60 and 61 of the Public Contracts Regulations 2015). This covers the criteria for rejection of candidates including being convicted of serious offences (including conspiracy, corruption, bribery, fraud, money laundering, all for which rejection is mandatory unless there are overriding requirements in the general interest), as well as conviction for criminal offences in the course of business.
