Crown Commercial Service (CCS) (the Authority) is seeking to establish a Framework Agreement for the provision of applied behavioural insights and related services, to be used on occasion in isolation and as part of an end-to-end process. The Framework Agreement consists of a single Lot with multiple Suppliers appointed to the Framework Agreement, awarding to five (5) Potential Providers. The single lot structure addresses feedback received, the requirement to coordinate different Suppliers for more than 1 lot could seriously risk undermining the proper execution of the Framework Agreement. The Framework has been designed to facilitate collaborative working to build ongoing relationships with government teams, and to contribute to growing the supplier market.

The Supplier shall be able to provide Services including, but not limited too, -Policy analysis, development and advice:
— Service insight, service design, service delivery and organisational reform; — Design and implementation of trials; — Evaluation and reporting of trials; — Capability building; and — Thought leadership.

The duration of this Framework Agreement is 36 months with an option for the Authority to extend for a further period of up to 12 months, if they wish to do so.

The maximum number of Suppliers may increase where two (2) or more bidders have tied scores in last position only or fall with 1 % of the last placed Supplier, last place is fifth (5th) place.
The Value in Section II.1.5) is only an estimate, we envisage spend through the Framework to be between 12 000 000 GBP to 16 000 000 GBP. The Authority cannot guarantee any business through this Framework.

Bidders will be assessed in accordance with Section 5 of the 2015 Public Contract Regulations (implementing the Directive) on the basis of information provided in response to a Bid Pack.
This procurement will be managed electronically via the Crown Commercial Services eSourcing Suite. To participate in this procurement, participants must first be registered on the eSourcing Suite.

Once you have registered on the eSourcing Suite, a registered user can express an interest for a specific procurement. This is done by emailing: ExpressionOfInterest@crowncommercial.gov.uk
Your email must clearly state: the name and reference for the procurement you wish to register for; the name of the registered Bidder; and, the name and contact details for the registered individual sending the email. Crown Commercial Service will process the email and then enable the Bidder to access the procurement online via the eSourcing Suite. The registered user will receive a notification email to alert them once this has been done.

Cyber Essentials is mandatory for Central Government Contracts, which involves handling personal information and providing certain ICT products and services. To participate in this procurement, Bidders must be able to demonstrate that they comply with the technical requirements prescribed by Cyber Essentials for services under and in connection with this Procurement.
The award of a place on this Framework Agreement is conditional on a Bidder’s ability to demonstrate to the Authority that they meet the technical requirements prescribed by Cyber Essentials for services under and in conjunction with this Procurement.
