Crown Commercial Service as the contracting authority wishes to establish a pan government Framework Agreement for the provision of Permanent Recruitment Services, intended for access by all UK public sector bodies including Central Government Departments and their Arm’s Length Bodies and Agencies, Non Departmental Public Bodies, NHS bodies, Local Authorities, Devolved Administrators and Emergency Services and other bodies who are named in the OJEU contract notice. This framework aims to establish an agreement with a comprehensive range of suppliers providing national and regional coverage. The duration of the Framework Agreement is two (2) years with an option to extend for a further two (2) periods of twelve (12) months at the Authority’s discretion.

Bidders will be assessed in accordance with Section 5 of the Public Contract Regulations 2015 (implementing the Directive) on the basis of information provided in response to an Invitation to Tender (ITT) registering for access.

Responses must be submitted by the date stated in IV.2.2 of this Contract Notice. Cyber Essentials is mandatory for Central Government Contracts which involves handling personal information, providing certain ICT products and services. The Government is taking steps to reduce the levels of cyber security risk in its supply chain through the Cyber Essentials scheme. The scheme defines a set of controls which, when implemented, will provide organisations with basic protection from the most prevalent forms of threat coming from the internet. There are 2 levels of certification; Cyber Essentials and Cyber Essential Plus. To participate in this procurement, bidders must be able to demonstrate they comply with the technical requirements prescribed by Cyber Essentials or equivalent, for services under and in connection with this procurement.

The Authority considers that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) will not apply at framework level. However, it is the responsibility of bidders to take their own advice and consider whether TUPE is likely to apply in particular circumstances of the Call-Off Contract and to act accordingly. The bidder is encouraged to carry out its own due diligence. The Authority reserves the right (i) not to award any Framework Agreement as a result of the procurement process commenced by publication of this notice; and (ii) make whatever changes it may see fit to the content and structure of the tendering competition; in no circumstances will the Authority be liable for any costs incurred by the bidders.
