The Framework will be procured via the Light Touch Regime (LTR) from Public Contracts Regs 2015. This will allow us to open the Framework every 3 months to allow new services or new entrants into the market to join.

Framework agreement with several operators
In the case of framework agreements, provide justification for any duration exceeding 4 years: This is a Adult Social Care service and is procured via the Light Touch Regime (LTR) through the Public Contract Regulations 2015. As this Framework Agreement will be constantly advertised and will allow new entrants to the market to join at any point (evaluations will take place in 3 monthly intervals) then we believe we are justified in making this longer than 4 years.
