The scope of Data Centre (DC) Managed services required is outlined below and will be located in and around Greater London
* DC Management Services including but not limited to:
— Capacity and Space planning.
— Assessment Management.
— Certification and Compliance Management.
— Data Centre Efficiency Management.
— Hot and Cold Aisle Containment.
— Efficient Power Distribution and Cooling.
* DC Connectivity including but not limited to:
— Provision of diverse dark fibre between the 2 data centres.
* DC Physical Security including but not limited to:
— Selective restrictions on when and where MPS staff and third parties can access DC’s.
— Electronic access and monitoring at a site, data hall, pod and rack level.
— Visitor Access and Break Glass Access Control.
* DC Operational Services including but not limited to:
— M&E Test and Maintenance Scheduling,
— Smart Hands.
* DC Cabling Services including but not limited to:
— Structured cabling installations,
— Management of the cable management plan.
* DC Delivery Management including but not limited to:
— Delivery and collection of MPS related items,
— Distribution to the relevant configuration room, build room or data hall.

Description of these options: The value range has been determined to enable future flexibility; (i) extension beyond the 3 year initial term and (ii) the opportunity for service expansion.
The lower end estimate is equal to the initial 3 year term with the upper end a combination of (i) a 2 x 12 month extension period and (ii) an option of expanding the service as a consequence of the MPS collaborating with another body, authority or agency.

The Contract will be available to the Greater London Authority (GLA) and any of its Functional Bodies: London Development Agency (LDA); London Fire and Emergency Planning Authority (LFEPA) and Transport for London (TfL) should they wish to join the contract at any time during the Contract period. It will also be available to other Police forces within the United Kingdom.
In the interests of cross government collaboration this contract will be available to the above organisations and as a result the contract value is stated as a range.

Organisations wishing to be considered for appointment as a provider of these services must submit a completed PQQ in compliance with the instructions and within the prescribed deadline.
The Authority reserves the right to: (i) withdraw from the procurement process; and/or (ii) not to award any contract as a result of the competition called for by this notice; and/ or (iii) to make whatever changes it may see fit to the structure, timing, dates and content of the competition. The Authority shall not be liable for any costs or expenses incurred by any candidates in considering and/or responding to the procurement process.
All discussions and meetings will be conducted in English. Tenders and supporting documents must be priced in Pound Sterling and all payments under the contract will be made in Pound Sterling.
As described in the PQQ Potential Bidder Guidance document, it is intended that the Authority will issue the ITT to a minimum of 5 and a maximum of 8 Potential Bidders who submitted PQQ’s attracting scores over a threshold of 60 % as a result of the PQQ evaluation process. If less than 5 Potential Bidders achieve scores over the required % then the MPS reserves the right to either issue the ITT to the Potential Bidders that achieved score above the threshold, or to the top 5 scoring Potential Bidders, or to cancel this procurement. If more than 8 Potential Bidders exceed the threshold the Authority reserves the right to take only the 8 highest scoring Potential Bidders through to the next stage of the procurement process.
