The Police Service of Northern Ireland (PSNI) require continued provision of NICHE Data Quality/Testing Management and Specialised Help-desk Services. NICHE is a strategically important crime Records Management System (RMS). Niche RMS is a single, unified, operational policing system that manages information in relation to the core policing entities — people, locations, vehicles, organizations (businesses or other groups), incidents (or occurrences) and property/evidence.

The scope of this contract is for the provision of Data Quality/Testing Management and a Specialised Help-desk.
This contract will start on the Commencement Date and will run for an initial period of 3 years plus 2 optional extension periods of 2 years each. In addition, further services may be required such as:
— Additional DQ support resources following any new development go live for bed in;
— Analysis of business requirements;
— Additional test resources; and
— Additional help-desk specialist(s).
All optional extensions will be subject to review and satisfactory performance assessment by the Authority.
Charges in respect of additional services will be in line with the current Terms and Conditions of contract and agreed Pricing Schedule and will only be increased using the price indexation after the initial contract period.
Estimated value excluding VAT:
Range: between 4 000 000 and 6 000 000 GBP

This contract will not be divided into Lots as the Authority requires a single contractor (or consortia) to manage the entire Service.
All Economic Operators are invited to attend an Information Session which will be held on 11.5.2016 at 10:00 – 13:00 at the following location:
PSNI Lisnasharragh, 42 Montgomery Road, Belfast, BT6 9LD.
To register your attendance at this session please provide the names of attendees by forwarding a message via the clarification messaging facility on eTendersNI. In advance of this session, Economic Operators are asked to submit in writing, any points within the mandatory requirements that they require to be clarified further by 11.5.2016. Following the session further clarification questions will be accepted as detailed at section 5 of this document (Economic Operators Clarification Requests).
Please note, Economic Operators will be permitted to ask additional questions at the Supplier Day and that a record of the event will be made available to those Economic Operators who did not attend at a future date.
