Debriefing and Mediation Service to Children and Young People
Development And Supply Of An Independent Debriefing And Mediation Service To Children And Young People Who Have Been Reported As Missing’ To Gwent Police Authority.
The Gwent Public Service Missing Childrens Project is seeking to commission a high quality Independent De-Briefing and Mediation Service for children and young people who have been reported as ‘missing’ to Gwent police .
The Gwent Public Service Missing Childrens Project was formed by and is made up of representatives from Blaenau Gwent County Borough Council, Caerphilly County Borough Council, Monmouthshire County Council, Newport City Council, Torfaen County Borough Council, Gwent Police Authority and Aneurin Health Board. Newport City Council is facilitating the procurement on their behalf.
Where appropriate the service will provide family mediation where relationship factors have necessitated a child / young person being reported as missing.
The service will work in partnership with children / young people to develop a person-centred approach undertake group / partnership work and assist in the development on-going services
A flexible De-Briefing Service is required 52 weeks of the year, 7 days per week with all referrals being responded to within 72 hours. Both family mediation and group work with the child / young person will take place at mutually agreed times.
The Service Specification will apply to children / young people aged 18 and under regardless of gender, ethnic origin, language, religion, sexual orientation and disability.
The key objectives of the Service are to:
• provide direct support to the child / young person offering them opportunity to talk about their experience as well as to ascertain why they were missing
• provide an agreed independent response service, to include all return de-briefing interviews, family mediation and group work in order to establish communication with the child / young person, their family and stakeholders
The contract for the service will be for three years and as it is funded by a National Lottery grant the budget for each year is capped as no additional funding is available.
The service will be located at Gwent Police Authority Offices, Mumhilad, Pontypool and the successful contractor’s staff will be situated there for the duration of the contract, only visiting clients off site when required.
It is anticipated that the contract will commence on 1 April 2013.
